About this file

This technical specification document is for a Heavy Duty Underlift Tow Truck procurement by the Jacksonville Transportation Authority (JTA). The document details comprehensive technical requirements for a specialized tow truck designed to tow and transport disabled buses, with specifications covering a Peterbilt 567 truck chassis, a Century 7035 recovery boom, Coach Lower Rider underlift, and associated equipment. The truck must be capable of towing buses up to 60 feet long weighing 55,000 pounds, with specific performance requirements including a cruising speed of 65 MPH, a Cummins X15 engine with 565 horsepower, and an Allison World 4500 RDS transmission. The JTA may require up to six of these vehicles during the contract term, with the trucks intended for use in Duval County and surrounding counties.

The technical specifications outline extensive requirements for every aspect of the vehicle, including detailed specifications for the cab, electrical systems, lighting, tires, paint, warranties, and accessories. The truck must come with comprehensive documentation, including multiple sets of technical manuals, lubrication charts, and operator guides. The warranty includes 24-month parts and labor coverage, with the engine and after-treatment system covered by a 5-year/300,000-mile extended warranty. The contractor must provide training for JTA maintenance personnel and operators, and the vehicle must undergo rigorous testing and inspection processes. The specifications also require a local parts and service facility within 15 miles of the Jacksonville Regional Transportation Center, ensuring ongoing support and maintenance for the specialized tow trucks.

1.1 GENERAL:

The Contractor shall be responsible for designing, fabricating, assembling, testing, and finishing a heavy-duty underlift tow truck. Included within these requirements are specified components, equipment and systems usually accompanied by the phrase "or approved equal." Such components, equipment and systems, or deviations and substitute items specifically approved by the Authority, shall be provided as part of the completed tow truck under the Contract. The Authority’s specification of such components, equipment and systems and/or the approval of such items shall not relieve the Contractor of any obligation under the Contract since the Authority expects and is relying on the Contractor, in designing and testing the tow truck, to verify the suitability and safety of materials, components, equipment, systems and items before incorporating them into the design, fabrication or assembly of the truck provided by Contractor.

Without limiting the general provisions or other requirements of these specifications, all work included herein shall conform to or exceed the applicable requirements and as approved by Jacksonville Transportation Authority. Reference to other sections or specific provisions of the Contract, including these technical specifications, is only for the convenience of the Contractor.

Failure of the Authority to refence one or more requirement(s) accurately or completely to other related requirements shall not relieve the Contractor of its obligation to fully understand and correlate all of the Contract's requirements.

Reference to standard specifications, manuals or codes of any technical society, organization, or association, or to the codes, laws, or regulations of any governmental authority, whether such reference be specific or by implication, shall mean the latest standard specification, manual, code, or laws or regulations in effect at the time of submittal of proposals except as may be otherwise specifically stated.

However, no provision of any referenced standard specification, manual, or code (whether or not specifically incorporated by reference in the Contract Documents) shall be effective to change the duties and responsibilities of the Contractor, agents, or employees from those set forth in the Contract Documents.

Whenever in the Contract Documents the terms "as ordered," "as directed," "as allowed," "as reviewed," "as approved," or terms of like effect or import are used, or the adjectives "reasonable," "suitable," "acceptable," "proper," or "satisfactory" or adjectives of like effect or import are used to describe a requirement, direction, review, or judgment of the Authority as to the work, it is intended that such requirement, direction review, or judgment will be solely to evaluate the work for compliance with the Contract Documents, unless there is a specific statement indicating otherwise. "Approval" by the Authority of any component, part, equipment, or system as required herein shall not constitute any waiver or modification of Contract Documents unless such requirement is revised by change order.

The terms “truck”, "tow truck” and wrecker" are used interchangeably.

Contractor shall fully cooperate at its own cost in providing test data and technical analyses, and in conducting additional tests and analyses, as the Authority may require, confirming the Authority's reasonable satisfaction that the tow truck will meet the requirements of the Contract Documents.

The Authority agrees it will act reasonably regarding any additional tests and analyses that may arise, and it will cooperate fully with the Contractor to minimize any costs related to testing that the Contractor may absorb.

To the maximum extent practicable, the materials, parts components and equipment utilized in the tow truck, including spare and warranty parts, shall be readily available from domestic U.S. commercial and manufacturing sources. The Contractor shall fully cooperate in the substitution of domestic parts in place of foreign manufactured or supplied parts.

The truck shall be used throughout the Duval County and surrounding counties for towing and/or pushing disabled buses of varying size and weight. The truck must be able to effectively tow JTA buses as the JTA buses are currently outfitted and equipped for towing. This work will include travel on freeways and highways.
