About this file

This document is an Addendum to the Invitation to Bid for the Booker Avenue Drainage Basin project in Albany, Georgia, issued by the City of Albany Procurement Division. The project has two divisions: Division 1 for Stormwater and Sanitary Sewer Improvements, and Division 2 for Cured-In-Place Pipe (CIPP) work. The addendum clarifies several items, including the bid form, approval of "or equal" products, the availability of fire hydrants for cleaning, disposal of debris, the requirement for separate bid bonds for each division, and coordination needed for work near the Norfolk Southern Railroad tracks. The bid opening is scheduled for August 29, 2024, at 2:30 PM.

The revised bid form provides detailed unit pricing for various items within the two divisions, including general conditions, demolition/site work, sanitary sewer improvements, storm sewer improvements, utility relocations, erosion/sedimentation control, and project close-out. Bidders are required to provide separate total base bids for each division. The contract will be awarded to the lowest responsive bidder for each division based on the merits of the bid for that particular division.

ADDENDUM NO. 1

The items contained in this addendum are added to and/or deleted from and become part of the specifications and proposal documents for the above-referenced Invitation to Bid. ITEM 2: Regarding the approvals of “or equals” or substitutions prior to bid.

Standard General Conditions of the Construction Contract, Articles 7.05 and 7.06 – the following clarification is made:

Several manufacturers, suppliers and vendors have requested approval of “or equals” and/or “substitute products” prior to bid. Bidders are referred to the above articles that address the procedure for approvals of “or equal” or “substitute” materials. Materials and products not specifically named in the specifications will not be pre-approved prior to bidding. Bidders are also reminded that named manufacturers or products are so named in the technical specifications to establish a standard of quality expected for the project. Equal and/or substitute products may be considered for approval during construction. Bidders should therefore base their bids on named products and manufacturers.
