About this file

This document is a Cost Proposal (IFB No. 25-0045a) for Lab Analytical Services, which outlines a contract for a laboratory to provide analytical services on an as-needed basis. The contracted laboratory will perform comprehensive sample analysis including Air Samples, Vegetation Samples, Water Samples, Soil Samples, Sediment Samples, Pesticide Formulation Samples, and Tank Mix Samples, with a specific focus on determining Btk (Bacillus thuringiensis kurstaki) concentration. The laboratory must operate under federal Good Laboratory Practice standards (40 CFR Part 160) and be prepared to develop standard operating procedures, maintain appropriate accreditation, and provide documentation of laboratory practices.

The cost proposal includes pricing for four primary service categories: Common qPCR assay development, Direct Isolation Method, Enrichment by Culture Method, and Routine Testing (24-sample batch). The pricing structure requires bidders to specify unit costs for each service, with a warning that failure to indicate a dollar amount may result in bid rejection. The rate sheet must comprehensively cover all labor, supplies, transportation, equipment, permits, licenses, sales tax, fees, and other expenses at no additional cost to the State. A zero-dollar amount for any service will be interpreted as the bidder agreeing to perform those services at no cost to the State.

IFB No. 25-0045a

LAB ANALYTICAL SERVICES

The contracted laboratory will provide analytical services on an as-needed basis, with all requested services conducted at the contractor’s facility. The laboratory will supply all necessary equipment, materials, and labor to fulfill the terms of this agreement and will maintain the appropriate accreditation to perform the tasks specified in this contract. The analyses will include Air Samples, Vegetation Samples, Water Samples, Soil Samples, Sediment Samples, Pesticide Formulation Samples, and Tank Mix Samples, with a particular focus on determining the concentration of Btk in these samples.

The contracted laboratory must be capable of operating under the federal Good Laboratory Practice standards (40 CFR Part 160). This includes the development of standard operating procedures, or similar documents that describe laboratory practices and procedures. The contracted laboratory must provide a copy when these procedures and policies are developed or changed. The contracted laboratory must follow procedures developed in standard operating procedures and policies.

Services Description Qty Unit Cost Common qPCR assay development

Assay Development, Optimization & Verification, and design of internal controls. 1 $_________

The Method Choice will be based off assay development:

Direct Isolation Method

Method involves development of bacterial isolation and DNA extraction methods for all samples (soil, water, vegetation, air) & Assay Validation. 1 $_________

Enrichment by culture method

Method involves development of culture enrichment and DNA extraction methods for all samples (soil, water, vegetation, air) & Assay Validation. 1 $_________

Routine Testing (24-sample/Batch)

In a sample 24-sample batch involves the simultaneous analysis of 24 samples under standardized conditions to ensure consistent and efficient processing for quality control or research process. 24 $_________

Total Amount

Rate Sheet, shall include all labor, non-consumable supplies, transportation tools, equipment, permits, licenses at no additional costs to the State, sales tax, fees, freight charges and every other item of expense necessary to provide the services.

Failure to indicate a dollar amount (blank cell) in any item may be grounds to reject the entire group bid.
