About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) published by the Northwest Florida Water Management District. The District plans to purchase multiple units of Sutron XLink 500 data loggers, Sutron SatLink 3 Logger/Transmitters, and OTT/Sutron EcoLog 1000 Logger/Transmitters for remote logging of hydrologic data to be telemetered to and accepted by the Aquarius software. The equipment is needed for fiscal year 2023-2024, and the total estimated dollar amount is up to $115,400.00. The District has determined that these OTT Hydromet products are the only ones that can provide the required compatibility and functionality to integrate with the District's existing data collection network and software.
The District is posting this notice to confirm that the OTT Hydromet equipment is only available from a single source. Prospective vendors are requested to provide information regarding their ability to supply the specified commodities. If it is determined that the equipment is available only from a single source, the District will provide notice of its intended decision to enter a single-source purchase contract.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
Equipment is needed for remote logging of hydrologic data to be telemetered to and accepted by Aquarius software for near real-time updates on field conditions. The XLink 500 logger provides multiple interfaces and protocols (HTTP, TCP/IP, FTP) for communication and three levels of security configuration. The SatLink 3 loggers transmit data using the GOES Satellite Network with an assigned and unique address. It is required that District data loggers can communicate using the LinkComm Software to be compatable with our current network. Both the XLink and SatLink units have sensor interfaces which allow connection to SDI-12, RS-232, and RS-485 devices which can be programmed using LinkComm software run on field laptop computers, tablets or cell phones. The data can be telemetered over the Verizon network with a removable SIM card or downloaded through Bluetooth connection while on site.
Intended Single Source:
OTT HydroMet
Estimated Dollar Amount:
Up to $115,400.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
XLink 500 units have removable modems that can accept provisioned SIM cards and allows interchangeability between units. The units communicate using LinkComm software which allows continuity in programming with existing deployed equipment. The SatLink 3 units also use the LinkComm software for data download and programming. The EcoLog 1000 is able to accept a uniquely assigned Verizon SIM card which can be transferred between any EcoLog 1000 unit. The XLink, SatLink and EcoLog data loggers manufactured by OTT Hydromet are uniquely able to provide real time data to our network due to their compatibility with our Aquarius software.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
Steve Costa, Manager, Hydrologic Data Services Paul Thurman, Chief, Bureau of Resource Evaluation Kathleen Coates, Deputy Director, Resource Management Division Paul Thorpe, Director, Resource Management Division Jack Furney, Director of Administrative Services Caitlin Brongel, Chief of Staff Andy Joslyn, Deputy Executive Director Lyle Seigler, Executive Director
