About this file
This document is a Sole Source Determination for a federal contract opportunity to provide annual and emergency service on two government-owned LUCAS Compression Devices and one Cardiac monitor. The requirement includes parts, travel, labor, and battery coverage. The total contract value is $XXXXX for the period of performance from 09-01-24 to 08-31-27. The contracting activity is the Medical Readiness Contracting Office - East (MRCO-E), and the intended contractor is Stryker Medical Care. The justification for the sole source award is that Stryker Medical Care is the original equipment manufacturer or sole source distributor of parts for the emergency care products, and there is no other source capable of performing the required maintenance, software updates, and part replacements. No additional actions will be taken to increase competition due to the proprietary nature of the services. The contracting officer has determined the anticipated price to be fair and reasonable based on historical prices and market research.

5. Reason for Authority Cited: Guthrie Army Health Clinic (GAHC) has a requirement for maintenance services for two LUCAS Compression Devices and one Lifepak 15 Cardiac Monitor.
The equipment is Government Owned. Stryker Medical Care provided a proprietary letter dated 12 August 2024, to certify that Stryker’s Medical Division is the original equipment manufacturer (OEM) or sole source distributor of parts for Emergency Care products. All parts are either manufactured by Stryker or outside suppliers and are new, tested and approved for use on Stryker's products. There is no other source in the market capable or authorized to perform maintenance, software updates, or part replacements. A copy of the proprietary letter is included in the PCF file under Sole Source Justification folder. Failure to provide these services could lead to mission failure.
6. Actions to Increase Competition: No additional actions will be taken to increase competition based on the proprietary nature of the services. Stryker is the sole-proprietors of maintenance for the Government-owned equipment.
7. Market Survey (Market Research Performed): The COR conducted web searches, including GSAAdvantage.gov and Google searches, spoke with OEM vendor Service Contract Manager, who provided sole source letter of maintenance service documentation from vendor as the sole-proprietor of Stryker’s equipment. Market research will be conducted periodically by the Subject Matter Expert (SME) and this justification will be posted on SAM.GOV to increase competition.
