Attachment 1 Potential Project Descriptions

1. Accelerator Lift Station Pump Upgrade

Project Description: The accelerator lift station was identified in a previous study as an asset that does not meet current building code and requires an upgrade to meet current and future Jefferson Lab needs.

The Accelerator lift station consists of a precast concrete MH riser approximately 22.5 FT in height. Within the MH riser are two (2) pumps both originally specified as 5 H.P., 1160 RPM, 480V, 3-inch diameter, 60 Hz with 40 FT Total Dynamic Head (TDH). Within the lift station is a float support pole which guides the float control wires and four (4) floats (High Water Alarm, Lag Pump On, Lead Pump On, and Pumps Off) at different elevations to the control box at the surface. There are two (2) cast iron 4-inch discharge pipe with vertical check valves connecting by a “Y” connection to one cast iron 4-inch discharge pipe and travels

51.5 FT across the road. The flow rate for pump #1 is 85 GPM and 156 GPM for pump #2 with a combined flow rate of 191 GPM for both pumps operating at the same time.

The current flow rates to the Accelerator Lift Station are 121 GPM for the average day scenario and 138 GPM for the peak hour scenario. Based on this information, the lift station cannot discharge the needed flow rates when pump #1 cycles on and will in many cases also cycle pump #2 on when high wastewater levels are present. Standard design requirements call for one pump to handle the peak flow rates with duplex lift stations and therefore this lift station is not meeting current code requirements.

2. Site Security Upgrade

Project Description: Provide a design to encompass the entire Jefferson Lab (JLab site within a secured physical security envelope. Vehicular and pedestrian traffic must be regulated through a controlled access gate/door system. Traffic flow must accommodate potential emergency response vehicles, access for visitors, and access for JLab staff. The security envelope may include additional security fencing, upgraded door system hardware, vehicular/personnel gates, guard posts, and additional security cameras.

3. Existing 22MVA Substation and Campus Power Upgrade

Project Description: The existing 22MVA substation is composed of an outdoor rated 3-gang manually operated switch, with a 15kV vacuum breaker, feeding a remotely located 1200A outdoor rated switchgear. The switchgear connects campus side power with 3-phase lateral feeders to various buildings onsite. These lateral feeders are branched to various locations further downstream in the distribution. The 22MVA substation also has a tie to a CMSA transformer on the line side of the 15kV switch. This transformer feeds some campus loads.

This design must provide additional redundancy and resiliency to the Campus distribution system, provide utility metering, net metering, connections to existing substation switchgear, and connections to future alternative energy sources.

4. Accelerator Electronics Trip Study

Project Description: The accelerator utilizes sophisticated systems to operate and maintain the continuous electron beam. In particular, Klystrons are utilized to provide RF needed to increase the energy of the electron beam. Power levels range from fractions of a watt to 100,000 watts in a system powered from as low as 3.3 volts, up to as high as 35,000 volts. RF must be controlled with high precision to provide tight beam control. With recent upgrades to the accelerator, electrical distribution assets (breakers) feeding these RF power supplies have been tripping during beam operations. Some of these trips can be associated with known causes. Others do not seem to point to any known cause. A study and analysis should be done to formulate and identify the causes of these “unknown” trips. This project will require metering/monitoring of specified systems, an analysis/study of findings, and a recommended path forward to resolve the issues of trips within the electrical distribution.

This may include coordination studies of the electrical distribution as well as components within the RF system.

5. Test Lab Electrification

Project Description: The Test Lab is the highest natural gas consuming facility located at TJNAF. The (4) boilers located in the Test Lab provide heating for the Test Lab (144,404 square feet) and the adjacent Experimental Equipment Lab (EEL) building (54,788 square feet). Electrification of the HVAC equipment in both buildings is essential to the elimination of Scope 1 emissions and achievement of Carbon Pollution Free Electricity (CFE) requirements.

Provide a feasibility study to allow TJNAF to identify a sustainable, resilient, financeable and strategic implementation strategy that promotes decarbonization. Completion of the feasibility study shall provide a detailed analysis that will be required for future design and construction efforts.

6. Electrification of Administration Building

Project Description: A 128,000 square foot administration building currently conditioned by multiple rooftop variable air volume direct expansion units and hot water radiant heaters needs to have existing deteriorating HVAC systems replaced and be electrified. The rooftop units provide cooling air to pneumatically controlled variable air boxes matched with radiation heaters installed along exterior walls. The hot water radiant heaters are supplied water from three natural gas-fired boilers. Provide a study evaluating various HVAC system replacement options that meet conditioning and electrification requirements detailing construction, energy, and life cycle costs recommending the optimal solution.

7. Increased End Station Additional Cooling Capacity

Project Description: Electronics equipment (power supplies and magnets) within Jefferson Lab Experimental Halls A, B, and C are currently cooled by a deionized water system that rejects heat to the atmosphere via heat exchangers and an evaporative cooling tower system.

The system currently circulates approximately 1000 GPM of deionized water maintained at

0.5 uS/cm utilizing a centrifugal pump (with a backup pump) through a shell and tube heat exchanger and a plate frame heat exchanger. Total heat exchange capacity through both heat exchangers is approximately 1.8 MW. Condenser water is circulated through the two heat exchangers utilizing two centrifugal pumps (with one backup pump) to reject heat via three evaporative cooling tower cells that also cool a 250 ton chiller and an intermediate cooling water system designed to reject approximately 1 MW of heat. The current heat rejection capacity of the cooling tower system is approximately 4.4 MW but one of the three cells is supposed to be backup capacity. Deionized water flow needs to increase approximately 25 percent. Provide required system design modification drawings and specifications to meet the increased deionized water system cooling requirements while providing a spare cooling tower system pump and cell.
