About this file
This document is a Single Source Justification for the procurement of MACH Alerting equipment and installation services. The contract is for the Mach Alerting Purchase Request FA252124QB103 with an estimated cost of $19,030.00. The requirement is for station alerting equipment and installation, including a station controller, ACE3600 hardware, text-to-speech, CAD integration, incident display boards, and warranty/installation services.
The justification states that the procurement qualifies as a sole source because Brevard County maintains an exclusive county-wide emergency dispatching system, and Mach Alert is the sole compatible provider. No other system or vendor is compatible with the county's proprietary platform. The justification outlines the efforts made to obtain competition, including internet searches and outreach to local emergency center professionals, but determined Motorola and Communications International were the only other potential providers, which would require splitting the requirement. The Contracting Officer has determined that Mach Alert is the only reasonably available single source for this requirement in accordance with FAR 13.106-1(b)(1).

Section C: Justification for Soliciting from a Single Source or Brand Name
Brevard County maintains an exclusive county-wide emergency dispatching system, and they are the sole provider of dispatching services for and within the county. No other system is compatible with their proprietary platform. To expedite emergency response times and meet mission-critical requirements, our department must conform to the County system and purchase the same brand to ensure full compatibility. Procuring our components to become part of this system from Mach Alert is essential to avoid significant operational inefficiencies, integration costs, and potential communication failures. Therefore, this purchase qualifies as a sole source procurement to maintain seamless and reliable emergency dispatch operations.
Section D: Efforts to Obtain Competition
Internet searches were conducted and calls to local emergency center professionals were made to locate competing vendors and installers. Motorola is the vendor and Communications International is the installer. The only other way to accomplish the requirement was to split requirements between the two companies which is also not permissible.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
We will continue to keep looking through the Internet and attending emergency communications meetings to keep aware of developing trends and alerting equipment providers in the area. We will keep track of conducted marketing surveys to determine potential future sources as they occur.
