About this file
This document is a Single Source Justification (Simplified Acquisition) Brand Name Justification and Approval for the procurement of a Bobcat Toolcat 5600 utility work machine and associated interchangeable attachments. The 92d Logistics Readiness Squadron at Fairchild Air Force Base has a requirement for this equipment to meet mission-critical needs such as snow and ice removal, landscaping, and earthwork. The Bobcat Toolcat is justified as the only available brand that meets the required specifications, including lifting capacity, towing capacity, and payload. The squadron currently owns over $250,000 worth of compatible Bobcat attachments, and purchasing a different brand would require significant additional investment. The document outlines the efforts to obtain competition and steps to preclude future sole-source procurements, noting the lack of cross-platform compatibility with other brands. The Contracting Officer has determined that only a single source is reasonably available for this requirement.
The related federal contract opportunity is Solicitation FA462024QA227 for the procurement of a Bobcat UW56 Toolcat in accordance with the attached salient characteristics. The solicitation is being issued by the Department of the Air Force Air Mobility Command.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 92d Contracting Squadron/PKA, Fairchild AFB WA 99011
Project/Program Name: 92 LRS/LGRXAS Bobcat Toolcat
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The 92d Logistics Readiness Squadron (LRS) has a requirement for one (1) Bobcat Toolcat 5600 with interchangeable attachments.
The Bobcat Toolcat 5600 is a utility work machine that will be used for different tasks such as the removal of snow and ice from airfields, sidewalks, parking lots, and will be used in landscaping and earth work throughout Fairchild AFB, WA.
Section C: Justification for Soliciting from a Single Source or Brand Name
The purchase and use of the Bobcat Toolcat 5600 is necessary to meet our needs for the following reasons: The removal of snow and ice from runway lights, sidewalks, parking lots, and perform various landscaping and earth work projects to meet mission critical requirement at Fairchild AFB. The Bobcat Toolcat is a utility work machine used for both airfield and street side operations. It meets the requirements for lifting capacity of up to 4,000 lbs. and 7" minimum height, towing of up to 4,000 lbs., and payload of up to 2500 lbs. Additionally, the Bobcat Toolcat allows for the interchange of attachments between existing vehicles. These attachments are proprietary to the Bobcat Toolcat, and other brand vehicles do not allow for the ability to interchange current attachments on a different brand vehicle. The squadron currently possess over $250,000.00 worth of attachments and implements connected to this brand and changing brands would require an enormous additional investment to replace the existing implements.
Section D: Efforts to Obtain Competition
Brands such as Toro, Kubota, John Deere and several others do not offer fully enclosed model and do not provide a forklift attachment. Tractors and skid steers are similar items but are limited in movement to meet Fairchild's requirements. The Bobcat Toolcat and its attachments will allow for interchangeability of existing Bobcat Toolcat attachments that are currently in the base inventory.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The attachments already purchased for the squadron's other Toolcats are incompatible with other brand of vehicles. Purchasing a different brand work vehicle would not allow the unit's Bobcat Toolcat attachments to be used and additional attachments purchased.
With a brand name product, the unit can swap attachments between the Toolcats without having to buy additional and/or duplicate attachments, thus avoiding added costs. The goal is to have three of the Toolcats in use within the squadron and have an inventory of attachments that are interchangeable between the vehicles. Currently, there are no plans locally, or the command level to dispose or replace the existing Toolcats and attachment. Future development may allow for other products to be considered if cross platform compatibility is identified.
