About this file
This document is a Statement of Work (SOW) for providing technical training on the use of the Multi-Spectral Auto-Aligning High Resolution Collimator (MAHR) test bench at the Naval Surface Warfare Center (NSWC) Crane. The contractor shall provide training to a maximum of 10 NSWC Crane personnel on conducting various optical and laser performance tests on the MAHR, including boresight alignment, spatial non-uniformity, MTF, responsivity, and more. The training shall also cover the use of specialized software to integrate with the MAHR's framegrabbers and cameras. The contractor shall provide training materials, including bound guides and software backups, as well as a notional sensor for the training.
The related federal contract opportunity is a solicitation for the onsite technical training services described in the SOW. The solicitation, number N00164-24-Q-0310, is being issued under FAR Part 13 procedures and will be awarded to a single source, Santa Barbara Infrared, Incorporated, under the authority of FAR 13.106-1. The solicitation closes on August 27, 2024, at 5:00 PM Eastern Standard Time, and all responsible sources may submit capability statements for consideration.

MAHR Training SOW
The Multi-Spectral Auto-Aligning High Resolution Collimator (MAHR) is a fully integrated test bench used to automatically characterize optical sensor performance in the VIS, NIR, SWIR, MWIR, LWIR spectrums.
Laser systems (class 1, 3, 3B, 4) in the 1064, 1540, and 1570 nm can also be tested on the MAHR bench.
The Electro-Optics Technology Division at Naval Station Warfare Center Crane, IN purchased the MAHR test bench more than a decade ago. To use the MAHR test bench to its full capacity requires specialized training/skillsets that are unique to professionals that work in the optical industry.
The contractor shall provide training to a maximum of ten (10) NSWC Crane personnel for the following optical performance tests:

Wavelength Measure spectrum
The MAHR requires the use of multiple software packages to include IRWindows4, Matrox Intellicam and Pleora ebus player for integrating with the framegrabbers / cameras. The contractor shall provide adequate training to utilize these specialized software suites to conduct the aforementioned performance testing.
The contractor shall provide both hard copy bound training guides and software backups (CD) documenting all training details provided. The contractor shall provide a notional sensor with which to perform the optical testing training.
