About this file
This document provides justification for a sole source contract award for emergency service and preventative maintenance on a Hitachi SU5000 VP Field Emission Scanning Electron Microscope. The contract would be awarded to Hitachi High-Tech America, Inc for a base year from March 12, 2024 to March 11, 2025, with four optional one-year extensions. As the original equipment manufacturer, Hitachi employs factory-trained personnel who have the proprietary data, drawings, schematics, repair parts, and technical expertise required to timely and accurately service this specialized electron microscope. Awarding the contract to any other vendor would require acquiring a new microscope at the full acquisition cost and procurement time, potentially interrupting critical government testing.

Emergency service and Preventative maintenance on Hitachi SU5000 VP FESEM Part #: C-SU5000.
Base Year: 3/12/24 - 3/11/25 Option Year 1: 3/12/25 - 3/11/26 Option Year 2: 3/12/26 - 3/11/27 Option Year 3: 3/12/27 - 3/11/28 Option Year 4: 3/12/28 - 3/11/29
Field Emission Scanning Electron Microscope (FE-SEM) is capable of performing advanced failure analysis techniques such as electron beam induced current (EBIC), passive voltage contrast, active voltage contrast (both static and dynamic), and charge-induced voltage alteration. This equipment was purchased under a competitive contract N00164-18-C-GM63 with 4 option years of maintenance to Hitachi High Tech. America, Inc Hitachi employs a large group of factory trained personnel capable of repairing the FE-SEM and/or providing technical support via telephone or E-mail.
Hitachi owns the proprietary rights to all data, drawings, schematics and have in-house, both trained and licensed technical personnel as well as a stockpile of repair/replacement parts.
These elements are all necessary and critical to enable both timely and accurate repairs of the FE-SEM identified above.
Only Hitachi has Trained Technical Personnel who are experienced in the analysis and repair of this equipment, and have access to and can utilize the proprietary data necessary for both the analysis, and subsequent repair of equipment and access to parts/components unique to the equipment. To purchase from another vendor would cost up to acquisition cost of new equipment and procurement time. This would cause work stoppage status in Government testing.
