1.0 Scope
1.1 Introduction: This Statement of Work describes the requirements for maintenance as a product, Preventative Maintenance (PM) visits, and application support for the Teradyne Microflex SoC located at the Naval Surface Warfare Center, Crane Division. The Teradyne Microflex SOC is used to test microelectronic circuits for the MK6LE Guidance system and its continued operation is necessary to support qualification and lot acceptance testing for current and future versions of the MK6LE Guidance system.
1.2 Terms.
1.2.1 Repair: All parts and labor required to return the equipment to the published specifications and original operation conditions.
1.3 Type of Work: Teradyne will provide a field service engineer to diagnose and correct product malfunction and perform appropriate preventive maintenance for all components in two Teradyne Microflex SoC equipment. The systems are located in Code GXMQ, Building 3334, at the Naval Surface Warfare Center, Crane Division Crane, IN.
1.4 Equipment Identification: The equipment subject to the SOW is located in Building 3334 component test lab. The systems are commonly called Teradyne MicroFlex testers. The systems can be identified by the following identifying numbers: System 1 -manufacturer serial number S/N 1031M005; Navy Asset Tag 00164062846000 (USN Contract N00164-10-RGM15); S&C Tag 118148 and : System 2 - manufacturer serial number S/N 1126M001 (USN Contract N00164-10-C-GM15-00002); S&C Tag 120656. This equipment includes, but is not limited to: Manipulator and/or Engineering Cart, testheads and all associated instrumentation, HP Workstations Z800(Serial Numbers: 2UA03603HZ and CNG212WZRX) and 2 sets of dual monitors.
1.5 Period of Performance (POP): The period of performance shall begin on 12/4/2023 and will continue through 12/3/2025.
1.6 Invoice Plan: NSWC Crane Division will be invoiced once per quarter for the amount of actual time the engineer supports the account.

3.0 Requirements
3.1 General. The Contractor shall maintain and repair as necessary the Teradyne Microflex SoC described below to keep the equipment within NIST calibration, within the contract coverage. This work shall be performed at the Government site (Naval Surface Warfare Center, Crane, IN) except in cases where in-house repair of an item is required. The Contractor shall provide all necessary personnel, and their travel expenses, per diem, and labor charges which are required to perform the tasks in this Statement of Work, unless otherwise stated in this SOW, FOB Destination, Crane, IN. 47522. All parts shall be provided by Contractor.
3.2 EQUIPMENT DESCRIPTION: Teradyne Microflex semiconductor
test system, including HP Windows workstation.
3.3 Work Space: The Government shall provide the Contractor with an adequate work area to perform the required services. The Contractor shall have full access to the equipment.
3.4 Telephone: The Government shall provide access to telephone services. The Contractor will be responsible for any telephone service charges which may be incurred.
3.5 Personnel: Contractor shall provide only factory-trained, experienced application engineers that are U.S. Citizens to provide consultation.
Contractor shall provide only factory-trained experienced service engineers that are US citizens to perform maintenance and repair.
3.6 Working Hours: Contractor shall perform necessary work during normal working hours (Monday through Friday from 8 a.m. to 5 p.m).
3.7 Supervision: The Contractor shall provide all required supervision over the company’s employees during the performance of this contract.
3.8 Security: The Contractor shall comply with the Security regulations of the Naval Surface Warfare Center. The Contractor shall provide the name, address, and nationality of any employee sent to the Center, and other information which may be required by the Security Department. All persons engaged in work on the Center shall be subject to search of the person and vehicle by the Government at any time while on the Center.
3.9 Portable Electronic Devices (PEDs): The Contractor shall comply with NSWC security regulations pertaining to the use of PEDs including, but not limited to, portable laptop computers/tablets, cell phones (including smart phones), and portable electronic storage devices (e.g. thumb drives). The Contractor shall, prior to a PM visit, provide information to the appropriate Crane POC concerning device information (e.g. device type, brand, serial number, etc.). Crane personnel will then submit an Electronic Device Exemption Request Form for the use of these devices in NSWC Crane spaces.
3.10 Identification Passes/Badges: The Contractor shall be responsible for all the passes/badges which are issued to the company’s personnel for access to the Center. A background check is normally performed on all visitors to the base.
3.11 Performance Evaluation: The Contractor Supervisor shall be contacted to resolve any problems identified in regard to the accomplishment of this Statement of Work. The Contracting Officer shall be appraised of any discrepancy in the performance of the contract. A special meeting shall be held whenever a Contract Discrepancy Report is issued by the Contracting Officer or the Procurement Contracting Officer.
3.12 Task A: The Contractor shall perform on-site preventive maintenance and NIST calibration every three months, as well as maintenance of all system and application software to current revision levels (including unlimited offline licenses). The Government shall provide a calibrated Agilent 3458A meter for calibration. POOL2 NIST calibration shall be performed by an exchange program as necessary to maintain calibrated POOL2 instrumentation in the systems. This task shall include a complete check of the Teradyne systems to return the equipment to its original operating specifications and operating conditions. Contractor shall provide for all repair service, parts and labor. Scheduling shall be determined after consultation between the company and Code GXMQ personnel.
3.13 Task B: When system breakdown occurs, the Contractor shall provide immediate assistance via telephone with a qualified service engineer.
Shipment of new or loaner parts shall be made such that the items shall be received within two working days. Contractor shall incur shipping charges to and from the tester site. If repair requires an emergency service visit at system site, the Contractor shall dispatch a qualified service engineer within 3 working days to perform repairs as required. There shall be no labor charge for such emergency visits.
Contractor will incur travel expenses for first two emergency service visits within a contract year (in addition to the 4 Preventative Maintenance visits), third and subsequent emergency visits in a contract year will require the Government to pay actual travel expenses incurred. The number and frequency of emergency repair visits will be managed by the Contractor Supervisor and Code GXMQ personnel. The service representative shall restore operation of equipment to original company specifications and original operation conditions.
3.14 Task C: POOL2 NIST Calibration and exchange. The contractor shall provide a calibrated and functional POOL2 instrument card and all necessary external interfacing as needed to maintain the published specifications of the POOL2 instrument. This will be done as described by 2.6 POOL2 Calibrations Options Datasheet ECAL Option.
