About this file
This document is a Request for Proposal (RFP) issued by the California Department of Managed Health Care (DMHC) for Health Care Service Plan Mergers and Acquisitions Impact Analysis services. The DMHC is seeking qualified entities to provide consulting services to conduct an independent analysis of the impact of health care service plan merger and acquisition transactions on health plan subscribers and enrollees, the stability of the health care delivery system, and whether the transactions would substantially lessen competition in health care service plan products or create a monopoly in the state. The RFP provides details on the scope of work, minimum qualifications, work sample requirements, and the cost proposal. The RFP states that training will be provided to approximately 50 DMHC staff on the merger and acquisition filing reviews, and that the contract manager will work with the selected contractor to define the scope of the training.
The RFP does not specify a guaranteed payment amount or volume of work, as the services are to be provided on an as-needed basis. The DMHC has reviewed 44 merger and acquisition transactions since 2019, and the selected contractor will be required to complete the DMHC's Annual Information Security Awareness and Privacy Training, even if the subcontractor has already completed the training under a different state contract.

RFP No. 24MC-SA010
1. Question: Minimum Qualifications, Page 7: If proposed staff have an advanced degree higher than a bachelor’s degree (e.g., Masters, PhD) can bidders provide a copy of that degree in place of a copy of their Bachelor’s degree?
Answer: No. Per section E, Minimum Qualifications, the proposer is required to provide copies of the bachelor’s degree from an accredited college or university in order to demonstrate that each of its key project personnel meet the minimum qualifications requirement. Please also refer to Attachment 3, Minimum Qualifications Certification.
In addition to the minimum qualifications, with regard to desirable qualifications, the proposer may also provide proof of Master’s degree, Doctorate degree, or equivalent certification from an accredited college or university.
2. Question: Minimum Qualifications, Page 7: If proposed staff are unable to secure a copy of their degree certificate, can a transcript from their college/university certifying their degree completion be provided in place of a copy of their actual degree?
Answer: Yes, proposers may submit an Official Academic Transcript that includes the above-described certification and also includes degree awarded information.
3. Question: Purpose and Description of Services, Page 3: Will the second contractor take over from the first on a case-by-case basis or will this be for all future cases?
Answer: If the Rank 1 Contractor is unable to fulfill the requested services as described in Exhibit A – Scope of Work, Section 7, then the Rank 2 Contractor will be used. This will be on a case-by-case basis.
4. Question: Work Sample, Page 11: Can bidders provide a hyperlink for the work sample?

Answer: Payment for travel reimbursement or any other miscellaneous costs will not be a part of this agreement.
6. Question: Attachment 15, Cost Proposal: Given that the level of effort for each merger and acquisition to review and the frequency of each review is on an “as needed basis” per the SOW on page 44, what level of effort and frequency should bidders assume for each task of the budget?
Answer: Per section A, Purpose and Description of Services, a specific payment amount or volume of work relating to analytical review of health plan mergers and acquisitions and reporting is not guaranteed for any Contractor under this RFP.
