About this file
This document is the Fulton County Continuum of Care FY 2024 CoC Competition - PSH Renewal Supplemental Application. It is intended for applicant organizations and projects that were awarded a Permanent Supportive Housing (PSH) CoC grant by the U.S. Department of Housing and Urban Development (HUD) in the FY 2023 competition and are eligible for renewal. The application requires applicants to provide a project overview, details on the population and number of individuals/families to be served, the funding amount requested, and information on their program's adherence to Housing First and low-barrier approaches. Applicants must also address financial, service, collaboration, and equity-related criteria. The application must be submitted through BidNet Direct, an online purchasing and vendor management system, in addition to the HUD-required e-snaps application.
Eligible renewal projects must be for the same amount of funding, program component, and continue to serve the same participants as the current grant agreement. The application outlines specific threshold requirements, including minimum match commitments, HMIS participation, and adherence to HUD's expectations regarding financial management and performance. The CoC will review applicant data, such as exits to permanent housing, income growth, and length of participation, to assess the project's overall system performance.

Fulton County Continuum of Care
FY 2024 CoC Competition - PSH Renewal Supplemental Application
Introduction and Background Annually, the Department of Housing and Urban Development (HUD) publishes a Notice of Funding
Opportunity (NOFO) for the Continuum of Care grant. The purpose of the funding is to promote a community-wide commitment to the goal of ending homelessness and to provide funding for efforts by nonprofit providers, states, local governments, and Indian Tribes or tribally designated housing entities to quickly rehouse homeless individuals, families, youth, persons fleeing domestic violence, dating violence, sexual assault, and stalking while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families, and to optimize self-sufficiency.
Eligible Applicants and Projects The PSH Renewal Supplemental Application is intended solely for applicant organizations and projects that were awarded a PSH CoC grant by HUD in the fiscal year 2023 NOFO competition and are eligible for renewal. The Fulton County CoC will only accept this Supplemental Application from projects awarded in the previous NOFO competition. All other applications for projects will be required to submit a New Project
Supplemental Application and follow the instructions and timelines for new projects. If a Renewal
Supplemental Application is submitted for a project that is not an eligible renewal project, it will be rejected.
At this time HUD has not published the fiscal year 2024 NOFO, therefore the CoC is not accepting New Project
Applications. The Fulton County CoC will release an additional Supplemental Application for new projects along with additional local competition policies and procedures once HUD publishes the FY 2024 NOFO.
Renewal project applications must be submitted by the same recipient that signed the executed grant agreement for the grant being renewed, or entity that became the recipient through a grant agreement transfer amendment.
To be eligible as a renewal project, the application must (1) be for the same amount of funding before any adjustments described in the FY2023 NOFO (e.g. FMR adjustments), or the amount reduced due to reallocation of a CoC project; (2) be for the same program component; and (3) must continue to serve program participants who are enrolled in the project under the project’s current grant agreement.
Application Submission Process All organizations submitting a request to renew CoC funded projects are required to submit a Renewal
Supplemental Application along with the HUD required e-snaps application for each CoC project being requested for renewal.

Starting with the FY 2024 Local Competition, the Fulton County CoC will only accept Renewal Supplemental

Fulton County will conduct a brief training session with the organizations that are eligible to submit a Renewal Supplemental
Application.

Fulton County CoC Renewal Project Supplemental Application Page 2 of 6 application system HUD uses for the CoC program. At this time HUD has not made available the FY 2024 renewal application in e-snaps. Once HUD has made the renewal application available in e-snaps, Fulton
