About this file
This is a Request for Proposal (RFP) issued by the California Air Resources Board (CARB) for developing a Comprehensive Climate Action Plan (CCAP) under the U.S. Environmental Protection Agency's Climate Pollution Reduction Grants (CPRG) program. The project aims to create an innovative climate action plan guiding state actions and partnerships for the periods of 2026-2035 and 2026-2050, building upon the 2022 Scoping Plan Update. The seven-month contract is valued at $750,000, with potential options to renew for two additional seven-month periods for an extra $150,000. Proposals are due by May 9, 2025, and the contractor will be responsible for tasks including economy-wide greenhouse gas emissions modeling, sector-specific decarbonization analyses, and developing a draft CCAP that meets U.S. EPA requirements.
The contract is funded through the Climate Pollution Reduction Grants program and has specific evaluation criteria, including technical and cost components. Proposers must meet minimum qualifications, such as demonstrating experience in economy-wide scenario modeling, climate policy evaluation, and writing technical reports for policymakers. The evaluation will consider the proposer's methodology, work plan, personnel experience, and cost, with a maximum of 100 points available. The contract includes provisions for Disabled Veteran Business Enterprise (DVBE) participation, with potential bid incentives, and requires compliance with various state regulations including COVID-19 prevention measures, civil rights laws, and conflict of interest guidelines.

I. PURPOSE / BACKGROUND / SCOPE OF WORK
A. Purpose
This Request for Proposal (RFP) is to solicit competitive proposals from experienced and qualified contractors to develop an innovative and informative Comprehensive Climate Action Plan (CCAP) – a key deliverable under California’s participation in the United States Environmental Protection Agency’s (U.S. EPA’s) Climate Pollution Reduction Grants (CPRG) program. In coordination with existing adopted plans, the CCAP will guide State actions and partnerships for climate action for the period of 2026 to 2035, and 2026 through 2050. The CCAP developed under this contract will build upon, and update work completed as part of the 2022 Scoping Plan Update.
For a detailed description of the work to be performed, please refer to Attachment 2, Draft Standard Agreement (STD 213). No work shall begin until all required signatures and approvals are obtained, and the California Air Resources Board (CARB) Contract Manager provides direction.
The contract term shall be for seven (7) months from the actual start date of the Agreement.
The total budget for the entire contract is Seven Hundred Fifty Thousand Dollars and Zero Cents ($750,000.00). Proposals exceeding this amount may be deemed non-responsive and ineligible for award.
The State reserves the option to renew the Contract for two (2) additional seven (7) month periods and for an additional One Hundred Fifty Thousand Dollars and Zero Cents ($150,000.00). If at the State’s sole discretion, the option to renew is exercised, the State may amend the Agreement to include the additional seven (7) months of service and increase funds as appropriate.
B. Background
Under terms of the U.S. EPA’s CPRG program, California must deliver three (3) climate plans over four (4) years. In March 2024, California submitted its Priority Climate Action Plan (PCAP) and is now working on the Comprehensive Climate Action Plan (CCAP), due December 1, 2025. The CCAP will be followed by a Status Report due in 2027.
CARB is the lead agency developing the CCAP under the CPRG program administered by the U.S. EPA and is well positioned for this effort. Chapter 488, Statutes of 2006 (Assembly Bill 32 or AB32)1 directed CARB to design measures that achieve real, quantifiable, technologically feasible, and cost-effective reductions of Greenhouse Gas (GHG) emissions and return California to 1990 levels by the year 2020. Chapter 249, Statutes of 2016, (Senate Bill 32 or SB32)2 established the GHG emissions reductions target of at least forty percent (40%) below 1990 levels by 2030. Most recently Chapter 337, Statutes of 2022 (AB1279)3 established the State’s science-based policy to achieve carbon neutrality no later than 2045 and reduce anthropogenic GHG emissions eighty-five percent (85%) below 1990 levels by 2045. AB32 required CARB to prepare a Scoping Plan to achieve such targets.
The first Scoping Plan was originally approved in 20084, and has been updated in May 20145, December 20176, and December 20227. The 2022 Scoping Plan Update lays out the sector-by-sector, technologically feasible, and cost-effective path for California to achieve the mandates in AB1279. This transition will require a historic rate of clean technology production, deployment, rapid consumer adoption, and coordination across all levels of government, while ensuring affordability and maximizing myriad co-benefits, and will be leveraged to fulfill the CCAP.
C. Scope of Work
The objective of this work is to develop the State’s CCAP under the CPRG program. This work will require modeling that updates California’s 2022 Scoping Plan Scenario of economy-wide actions to achieve carbon neutrality, to illustrate the environmental and economic impacts of emerging technologies, policies, and federal climate funding sources that have arisen since the 2022 Scoping Plan Update, and to evaluate environmental, 1 https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=200520060AB32 2 https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201520160SB32 3 https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202120220AB1279 4 https://ww2.arb.ca.gov/sites/default/files/classic/cc/scopingplan/document/adopted_scoping_plan.pdf 5 https://ww3.arb.ca.gov/cc/scopingplan/2013_update/first_update_climate_change_scoping_plan.pdf 6 https://ww3.arb.ca.gov/cc/scopingplan/scoping_plan_2017.pdf 7 https://ww2.arb.ca.gov/sites/default/files/2022-12/2022-sp_1.pdf economic, and other aspects of this updated scenario largely to fulfill U.S. EPA’s CCAP requirements for benefits analyses.
For a detailed description of the work to be performed, please refer to Attachment 2, Draft Standard Agreement (STD 213).

iii. The services involve construction or a public works project; or
iv. A Proposer who has claimed a TACPA preference and is awarded the contract will be obligated to perform in accordance with the preference(s) requested, provided the preference was granted in obtaining the contract.
f. Firms receiving preference must:
i. Report their labor hours to the State and reference the state contract on which the award is based for the specific reporting requirements.
g. Proposers wishing to learn more about TACPA requirements, designated work site(s) or enterprise zones in California should contact the appropriate office of the Department of General Services at (916) 375-4940. DGS will attempt to determine TACPA eligibility within two (2) working days.
4. Preference and Incentive Application – Optional
22. DVBE Incentive Points are factored by multiplying a Proposer’s DVBE participation commitment percentage (%) by the total possible points that could be awarded (see Table 1 below). This amount is then added to the Proposer’s total points. In the
Table 2 sample below, Proposer B received a 60-point incentive (.05% commitment x 1200 total points available), which was added to its total points resulting in its proposal ranking as first in line for award. Proposer C’s two percent (2%) commitment resulted in its receiving twenty-four (24) incentive points and making its proposal rank as second in line for award.
23. Preference is calculated by multiplying five percent (5%) of the highest scoring NSB Proposer, and adding those points to SB Proposers and NSBs subcontracting twenty-five percent (25%) or more to a SB. In the Table 2 sample below, the calculation is based on Proposer B’s 1155 points x .05 resulting in 57.75 additional points added to the certified SBs (A and C).
24. Under the High Score Method, it is possible to displace a high point certified SB with the application of the DVBE Incentive.
