About this file

The provided file appears to be a Rate Sheet Excel workbook with auto-calculation functionality, associated with a California Department of Corrections and Rehabilitation (CDCR) solicitation for refrigerator/freezer van/container rental and maintenance services. The solicitation seeks contractors to provide 8'W x 8.5'H x 48'L refrigerator/freezer vans/containers capable of maintaining temperatures between -10°F and 35°F, with service required across 39 CDCR locations including prisons, camps, reentry programs, and warehouses. Responses are due February 19, 2025, at 11:00 AM, with a public bid opening on February 20, 2025, at 2:00 PM. The contract term runs from July 1, 2025, through May 31, 2028, and requires twelve-hour delivery and setup response times.

The rate sheet requires bidders to provide weekly and monthly rental rates along with delivery and pickup charges for each location. The state reserves the right to increase the agreement amount by 25-100% of the total bid amount. A 5% Small Business preference (up to $50,000) and a 1-5% DVBE incentive program are available. While DVBE participation is encouraged, it is not mandatory. Bidders may propose services for any number of locations without being required to bid on all sites. In cases of tied bids, preference goes to the highest payment discount, followed by a coin toss if discounts are equal.
