About this file

This is a Questions and Answers document (Part 2) for the OCAO IHS Chemistry Analyzer Cost Per Test Requirement solicitation (246-26-P-0010) issued by the Department of Health and Human Services Indian Health Service. The document addresses vendor inquiries regarding laboratory specifications, testing capabilities, analyzer requirements, and operational parameters for multiple IHS facility locations.

Key requirements clarified include: Haskell location performs calcium testing; smaller footprint labs can accommodate analyzers measuring 83.5" wide × 33.5" deep × 64.5" high, while larger labs can fit analyzers 110" wide × 34.9" deep × 68" high (representing current occupied space per analyzer, with Lawton requiring 2 analyzers for volumes exceeding 100,000 tests); El Reno chemistry/immunoassay volumes were previously omitted but updated; Thyroxine (T4) testing is no longer performed system-wide; COVID testing capability on chemistry analyzers is required due to space and workflow constraints at facilities; pricing should be structured as Cost Per Test (including calibration and QC testing); immunoassay tests TSH and FT4 must remain in-house at all sites; and additional assays desired include drugs of abuse, syphilis, procalcitonin, vitamin B12, and vitamin D. The government clarified that onsite training for 2 operators (1 primary, 1 secondary) is mandatory during installation, and that current sites operate Siemens EXL analyzers with Lawton housing two units. Vendors challenged specifications regarding dry system analysis capability and water usage requirements as overly restrictive and vendor-specific, recommending removal or modification to ensure competitive solicitation. The document indicates an updated due date of May 18, 2026 at 2:30 PM with all questions and answers and updated Statement of Work to be incorporated into the solicitation.

· Could you please confirm if the Haskell location does any Calcium testing? Haskell does do calcium testing.

· Are there any lab layouts or room specs that you could share at all? Or would it be possible for one of our representatives to stop in to take measurements so that we may determine the best analyzer fit? Smaller footprint labs have space available to fit an analzyer 83.5 inches wide, 33.5 inches depth, and 64.5 inches height.

Larger footprint labs have space available to fit an analzyer 110 inches wide, 34.9 inches depth, and 68 inches height. Currently each of our sites has a Siemens EXL and Lawton has 2 Siemens EXL.

· For the Covid testing – can you confirm what the methodology is? Ie: Antigen based? We may have an alternative, more cost effective method for Covid testing but need to know this. We are mostly interested in any covid testing that maybe done on your chemistry analyzers, just as an option.

1. Confirming that Proposal Request Pricing is Cost Per Test =Charging for patient testing , plus Calibration and QC testing, vs Cost Per Reportable =Charging for patient reportable testing only, does not include Cal and QC testing. Confirm Cost per test.

1. We wish to confirm COVID testing is still being performed on the chemistry analyzers as the solicitation volumes appear to be the same as the previous solicitation that was released late 2020/early 2021, and in most cases we have seen that COVID testing has been moved to smaller and quicker testing methodologies due to the reduced volume of COVID testing. If covid testing is available on the platform we would like the option to choose to perform this testing.

1. Confirming that El Reno has no Chemistry/IA volumes as it is listed in the SOW, but has no volumes input. This was a mistake on my part and the updated test counts were submitted to Mr. Yellowfish.

1. “Thyroxine” (T4): No locations show volumes but in “total” column it displays 3,120 tests. Are volumes missing from the report, or is it no longer run within the system? No longer run by the sytem.

1. Confirming : “Larger footprint labs have space available to fit an analyzer 110 inches wide, 34.9 inches depth, and 68 inches height” this is per analyzer and not total space? Requirement states 2 analyzers for sites with more than 100,000 tests (Lawton site). This is the area that currently is occupied by an analyzer. For reference, each of our sites currently have a Siemens EXL with Lawton having 2.

1. Are there any additional assays that the system is looking at to run at the Lawton location in the future that you would like included in the menu capabilities? Examples: Lp (a), Drugs of Abuse assays, Free PSA, Syphilis, AFP, LH, etc Drugs of abuse, syphilis, procalcitonin, vit b12, vit d.

1. Regarding the test mix, would it be possible to have the Immunoassay tests as preferred vs required? Reasoning for asking is that some sites have such low volume for Immunoassay that it could be more beneficial to sendout vs a fully integrated analyzer. Each of our sites run TSH and FT4, we would like to keep TSH and FT4 inhouse.

1. Could we get specific lab specifications/layouts to ensure proper fit/placement? Each of our labs has the footprint currently for a chemistry analyzer. I do not have specifics but each site can house a large analyzer.

1. We understand Wewoka is in the midst of completing the new building. Will the lab specs reflect the new space? Not at this time, this is for the current lab.

The requirement for COVID testing is unduly restrictive, only Ortho continues to offer COVID testin on an analyzer, as per their public documents. The sites are not currently performing this test on their automated analyzers. Most facilities use rapid tests and/or molecular tests as it is more cost-effective and up-to-date for testing the COVID variants. We are soliciting on this because we will need the option of performing COVID testing on our analyzers due to space restrictions and workflows.

Not all vendors have offsite technical training. Please change to "Offsite or onsite......" We will utilize the option for offsite training due to the difficulty of training within our lab due to patient care being performed.

Onsite training for all operators during installations. Please tell us how many operators will need to be trained. 2, 1 primary operator and 1 secondary operator.

Smaller footprint labs have space available to fit an analyzer 83.5 inches wide, 33.5 inches depth, and 64.5 inches height.TLarger footprint labs have space available to fit an analyzer 110 inches wide, 34.9 inches depth, and 68 inches height. This is unduly restrictive. The specific measurements in the requirement are for Ortho analyzers. Please change to "Vendor will measure space and assert the analyzer(s) will fit within the existing space."This reflects the current needs of the IHS sites. Each site currently hold a Siemens EXL, with the exception of Lawton which holds 2.

Capability to perform dry system analysis. Capability of in-line plumbing to a water suitable for analyzers with production capabilities of 4-5 liters if a water usage analyzer, low water usage analyzer also acceptable. This is unduly restrictive. Only one vendor, Ortho, is capable of meeting this specification. If this solicitation is intended to be competitive, please remove this requirement. The sites currently are using analyzers requiring higher water utilization without issue. This reflects the current needs of the IHS sites.
