About this file
This document contains questions and answers related to a federal solicitation for an eyeglass program. The Indian Health Service is seeking pricing for eyeglasses including single vision, bifocals, trifocals and progressive lenses in plastic, polycarbonate and high-index materials. Pricing should cover the base year and include option years 1 through 4. Vendors must include frame pricing if needed for an all-inclusive rate and list all frames available. The solicitation is a 100% small business set-aside with a closing date of May 22, 2020. Evaluation criteria include price, qualifications, and past performance with price weighted at 60% and qualifications and past performance combined at 40%. Vendors must be registered in SAM and able to display small business certifications as well as provide two relevant past performance examples and an online ordering website.

QUESTION/ANSWER SHEET #2
Posted May 14, 2020
1. I have a question related to the Scope of Work for RFQ 246-20-Q0044. Section VI – Rates of Payment regarding inclusive contracted rates, a, b, and c all state (no transitions). Can you please clarify if pricing should not include transition lenses for all single vision and bifocals (plastic, poly, and hi-index) or only hi-index orders? The wording is not clear and we want to provide the most accurate price list with our proposal.
Thank you for your question. We are essentially looking for prices based on current approximate usage seen below where 3,300 is the projected total of yearly pairs of glasses. You would then submit lens pricing based on the breakdown below. We have not been, nor do we anticipate, ordering transition lenses for our patients due to the increased cost. Therefore, the pricing for transitions can be left off as we wouldn’t factor it into our decision anyway.

2. In the Statement of Work where Price per Eyeglass/Frame is asked for (screenshot below)…. Does this mean we need to include the price of an AR coat with the Hi-Index price quote but should be quoting plastic and poly without AR coat included in the price?
You interpreted correctly. Plastic or Polycarbonate will not get AR. Hi-Index will get AR and should be included in the price of the hi index material.
Reasoning: If we need to order a Hi-index material due to a high prescription, then we will also need an AR coat to reduce the surface glare caused by the higher refractive index material. If the patients prescription is closer to normal we will either use plastic or polycarbonate material without AR.
3. Is this the same requirement as completing/including a copy of the provision 52.212-3, Offeror Representations and Certifications? Yes. ORCA it looks like has been migrated over to Beta Sam as well. All vendors should be able to display Small Business status, nothing will be penalized for not having the ORCA submittals.
4. Considering the current safety precautions related to COVID-19, will the Clinton IHS Eyeglasses Program consider allowing submission of offers by email? Offerors should have no difficulty meeting the submission requirements with an emailed offer. YES you can submit your bid by email. Please make arrangements with Contracting Officer.
5. Where it says “include frame pricing if necessary to all-inclusive price” does this mean you want to know the price of each frame for example if someone needed to just replace their frame but still want frame price in the all-inclusive price? I think for the bidding part we just need the price and information on 10-30 frames.
