SCOPE OF WORK

Indian Health Service (IHS)

Pawnee Indian Health Center

Pawnee, Oklahoma

Project # OK0CAS04H6 Pawnee Roof Repair

I.

GENERAL:

A. The contractor shall provide a 20 year water tight engineering roof design solution to repair and eliminate all potential roof leaks due to the architectural roofing and EIFS panel design. The roof areas which are suspected to be prone to roof leaks is the counter and receiving metal flashing, top metal parapet coping, metal guttering, EIFS panel roof transitions and wall seams, thermoplastic membrane, metal panel roof and metal cover on the topside of the skylights on the roof area..

B. It is highly recommended that the contractor perform an initial on-site visit. The contractor is responsible for reviewing verifying the scope of work.

C. The Pawnee Indian Health Center was placed in service after construction completion on March 1, 2004. The architectural roof was designed by JSRa (Johnson Smithipong & Rosmand Associates, Inc. Architect) and included both a metal roof system and a thermoplastic membrane liner flat roof. The metal roof and the membrane liner flat roof are joined by EIFS walls at the roof transition (see Pic1, Pic2, and Pic3).

D. Contractor shall be qualified, reputable and certified in commercial roofing. Applicable certifications shall accompany contractor’s quote. Contractor shall perform all work so as not to void the existing warranties. (See appendix F)

Pic2: Pawnee IHC - Flat Roof and Roof Eave with EIFS Walls.

Pic3: Pawnee IHC - Roof Eave and Top Flat Roof with EIFS Walls.

E. The Pawnee Indian Health Center has had ongoing roof leaks since being placed in service on March 1, 2004. Temporary repairs have been done to patch the roof leaks during the one year warranty period. (see Pic4, Pic5, Pic6. Pic7 and Pic8).

Pic8: Pawnee IHC – Flat Roof Flashing seams transition with EIFS Walls.

F. Other areas of leakage are the metal parapet coping over the parapet walls, the metal covering and the receiving flashing placed around the skylights roof transition with the EIFS walls. There are various size gaps in the opening around the metal covering of the main skylight which allow rain, dust, and pests to enter the inside of the building. (see Pic 9 and Pic10)

Pic9: Pawnee IHC – Flat Roof Coping seams with EIFS Walls.

Pic10: Pawnee IHC – Skylight Metal Cover and Coping seams with EIFS Walls.

G. The contractor shall replace the existing roof guttering system which is too small to adequately drain-off and support the heavy rains (see Pic11, Pic12).

Pic11: Pawnee IHC – Guttering Damage due to Melted Siding Ice Sheets.

Pic12: Pawnee IHC – Guttering Damage due to Melted Siding Ice Sheets.

H. The contractor shall add rain guttering to the loading dock area. The guttering/downspouts shall eliminate rain from draining off the flat dock canopy onto the docking area. (See Pic13).

Pic13: Two downspouts are required for the dock area.

I. Contractor shall inspect the current metal roofing panel system and provide quotes for required repairs based on potential roof leak areas. A water test is to be conducted on suspected metal roof areas for validation on roof leaks. Contractor shall provide a design solution for resolving gutter overflow during heavy rains. (See Pic16).

Pic16: Pawnee IHC – Guttering System with small downspout and drains

J. Contractor shall replace the roof downspouts with either lighter material downspouts, or, if the downspouts are salvageable, anchor and securely fasten the roof downspouts to the EIFS wall through the metal studs (See Pic17).

B3. Flashing at Skylights

1. For the two skylights located at the 4th and 1st level, the metal capping and flashing unless deemed required for proper watertight seal may not be required to be removed. The 4th level skylight metal cap was not correctly fastened through the hollow EFIS wall to fasten into a metal stud. The 4th level skylight has uneven gap openings underneath the metal capping that ranges from ½” to 2” that allows dirt and pests to enter these gap areas. The loose metal capping and gaps is to be professionally sealed and fastened hitting the metal stud behind the hollow EFIS wall.

Level 3 Roof - New 60 mil TPO Membrane C1. Level 3 Roof – New Fully Adhered 60 mil TPO Membrane on 3 Level Up and Over EFIS Parapet Wall

1. The 3rd level was verified that NO TPO was wrapped over the top of the parapet wall for a water tight cover instead only a felt paper was used under the copping. A new Carlisle 60 mil fully adhered TPO membrane is to be tied into the original 2004 Carlisle 60-mil TPO flat roof system at the 3rd level, which was mechanically fastened over 2.5” of ISO into a steel deck. The existing parapet wall coping is to be removed and a new 60 mils TPO is to be wrap over the existing parapet EFIS wall terminating at least 4 inches at the backside of the parapet EFIS wall. The new coping is to cover the 4 inch backside wall terminate TPO. If the original 2004 Carlisle 60-mil mechanically fastened TPO membrane is deemed to be a risk for possible further uplifting and wrinkling that could cause potential roof leaks, then the Level3 TPO is to be replaced and a new fully adhered Carlisle 60 mil should be installed 60 mils TPO Membrane – Covering Parapet Wall:

1. Parapet Wall Height:

TPO QTY = 3.5 Ft Height

2. Coping Wrap Around w/ 4”Backside:

Wrap Over QTY = 1.5 Ft Wrap Over

3. Parapet Wall Parameter Length:

Parapet QTY = 315 Linear-Ft

Calculation of Square-Ft Above = (3.5 + 1.5) x 315 Total = 1,575 Square-Feet of TPO Material Typical Reference Drawing for Carlisle Installation of Cap Flashing Termination

Commercial Guttering System D1. Commercial Box Guttering System

Objectives:

The objective is to provide a 5-20 year solution for a long-lasting and durable commercial metal guttering system that will transfer the heavy rain water off the metal roof system without spilling over the edges and being deforming due to a light gauged gutter fabrication and light hanger system. The guttering system was incorrectly installed with a shallow residential 4-1/2” guttering system that had an 8 inch metal accent cover. The 4 inch round down spout has, and is, pulling away from the EIFS walls due to the down spout be made out of heavy galvanized piping instead of light 24 gauge aluminum.

1. All of the existing 4-1/2” shallow residential gutter and 8 inch accent metal cover is to be removed. An 8 inch box style gutter system is to be installed with commercial approved hanger supports. Behind the guttering system, the EFIS wall is to be re-enforced with a metal backing plate securely fastened to the metal studs behind the hollow EFIS wall. All of the existing 4 inch round heavy galvanized down spouts are to be removed and replaced with 6 inch round down spouts.

Guttering System:

1. Drive Through North Side:

Gutter QTY = 52 Linear-Ft

2. Drive Through South Side:
