About this file

This document is a Justification and Approval (J&A) for a sole source procurement of Woodward Micronet components. The purpose is to acquire subcomponents to modernize existing shipboard Gas Turbine Water Service (GTWS) Controllers, as the Woodward Micronet is the only compatible controller and no alternative components are available. Comprehensive testing determined the Woodward components are essential, and switching to a different GTWS Controller would require a complete overhaul of the system software. A Request for Information was posted, but only the original equipment manufacturer Woodward responded. The Contracting Officer has determined the anticipated cost to be fair and reasonable. The Navy has no plans to compete future contracts for these supplies or services at this time, unless another potential source emerges.

J&A No. 0233-24-214-00

After completion of comprehensive testing, the MCS Team determined that the Woodward components listed above are essential to the modernization of shipboard GTWS Controllers.

Consideration of alternative GTWS Controllers was not fruitful as the MCS Software was designed using Woodward Micronet specifications. The purpose of this purchase is to acquire sub-components in order to modernize the existing Micronet. Critically, no other brands of controllers are compatible with the existing Micronet. Therefore, alternative compatible sub-components do not exist. Since no compatible sub-components are available, outside of Woodward, consideration of an alternative GTWS Controller would require a complete overhaul of the MCS software from the ground up. Due to the internal configuration of the GTWS enclosure, replacing the Micronet with an alternative controller would inject unnecessary risk as any deviation from the current controller dimension, weight and/or heat signature would require a redesign of the GTWS enclosure.

Deviation from the Woodward components outlined above would negatively affect mission critical goals as the Tech Refresh Team would not have the components required to modernize shipboard GTWS Controllers. Failure to modernize the Micronet would result in critical control and communication failures between the field sensors, control system and the Sailors.

Communication deterioration between the systems and the sailor would disrupt the capacity to monitor systems health, hygiene and status. This could result in serious risk to the safety and performance of the ship. For the reasons set forth above, only Woodward can meet the Navy’s requirements for the required components.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

The OEM, Woodward, is the sole manufacturer and reseller of the Micronet product line.

Woodward was contacted and comprehensive internet research was conducted to verify an absence of authorized resellers. Additional quotes were unable to be collected for the materials listed in this purchase.

A Request for Information (RFI) was posted to SAM.gov on 07 March 2024. Additionally, a synopsis of this procurement was published on SAM.gov on 25 March 2024. Only the OEM has responded to the postings.

7. Determination of Fair and Reasonable Costs.

The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Competition.

For the reasons set forth in Paragraph 5, NSWCPD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible.
