9. Description:

In accordance with Executive Order 13869, dated 24-April-2019, transferring responsibility for background investigations to the Department of Defense (DOD), the NBIB mission, contracts, and resources will transfer to Defense Counterintelligence and Security Agency (DCSA) no later than 01-October-2019. As a result, all applicable DOD terms and conditions will be incorporated and take effect in the resultant contract on 01-October-2019.

Disclaimer: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

proposals are being requested and a written solicitation will not be issued. In response to this solicitation, the Office of Personnel Management’s (OPM) National Background Investigations Bureau (NBIB) intends to award a firm fixed-price contract with a twelve (12)-month base period of performance and four (4) additional one (1)-year option periods. The applicable wage determination for this requirement is Service Contract Act WD #: 15-4235 (Revision #10), which may be accessed at https://beta.sam.gov/.

Background: OPM-NBIB is soliciting quotations for refuse removal and recycling services.

The contractor shall provide refuse and recyclable removal/disposal service required to achieve continued daily operations of OPM-NBIB functions. Refuse shall be defined as combustible and non-combustible materials such as paper, corrugated boxes, lumber, plastic, filled garbage bags, waste food products, etc. No hazardous material will be disposed. Recyclables shall include co-mingle (defined as plastic, metal, glass, cans and bottles) and cardboard (defined as flattened boxes of various weights). Disposal services shall occur at the locations below for the specified periods of performance.

This acquisition is issued as a Request for Quote (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03, effective 12-JUL-2019.

For purposes of this acquisition, the associated NAICS code is 562111. The small business size standard is $38.5 million.

Specifications/Requirement:

C.1 General: This Statement of Work (SOW) outlines the requirements to provide Solid Waste Removal services at the Office of Personnel Management’s (OPM), National https://beta.sam.gov/

Background Investigations Bureau (NBIB) locations in Boyers, Pennsylvania and NBIB’s National Training Center (NTC) in Slippery Rock, Pennsylvania.

C.1.1 Locations:

Boyers, Pennsylvania:

C.1.2 Background: OPM-NBIB requires refuse removal and recycling services at the locations listed in section C.1.1 of this SOW. The contractor shall provide refuse and recyclable removal/disposal service required to achieve continued daily operations of OPM-NBIB functions. Refuse shall be defined as combustible and non-combustible materials such as paper, corrugated boxes, lumber, plastic, filled garbage bags, waste food products, etc. No hazardous material will be disposed. Recyclables shall include co-mingle (defined as plastic, metal, glass, cans and bottles) and cardboard (defined as flattened boxes of various weights).

C.1.3: Period of Performance:

C.2 Requirements: The Contractor shall furnish all necessary labor, materials, transportation, tools, equipment, supervision, applicable licenses and permits necessary to perform refuse removal and recycling collection services at the locations listed at section C.1.1 of this SOW.

C.2.1 The following requirements apply to both the Boyers, Pennsylvania location and the NTC location:

C.2.1.1 The Contractor shall provide timely and dependable refuse removal services on a set daily schedule for each container/dumpster.

C.2.1.2 Collections shall only occur on the following days: Monday, Wednesday, and/or Friday, excluding Federal Government Holidays. The frequency of pickups is outlined in section C.2.2 for the Boyers location and C.2.3 for the NTC location.

C.2.1.3 The Contractor shall provide the Government the flexibility to change or order additional deliverables (containers, refuse pickup) based on removal needs, with 24 hours’ notice from the Contracting Officer (CO).

C.2.1.4 Collection (empting of containers) shall occur at a pre-designated outdoor area (designated by the Government) sufficient for maneuverability of frontloading refuse collection trucks.

C.2.1.5 The contract driver shall be responsible for loading and transporting of the generated refuse from the pre-determined container location.

C.2.1.6 The contract driver shall be responsible to ensure refuse containers are placed in an organized fashion in the container holding area.

C.2.1.7 The contract driver shall ensure that the container holding area is free of debris before leaving the site.

C.2.1.8 The Contractor shall provide a main point of contact for the government CO and designated COR at the service location.

C.2.1.9 The Contractor shall comply with all applicable Federal, State, and Local regulations and licenses.

C.2.2 Boyers, PA Location: The Contractor shall furnish the following at the Boyers, PA location:

C.2.2.1: Quantity of five (5) front-loading Refuse containers [dumpsters] each with an eight (8)-cubic-yard capacity, for storage of waste until collection; collection for this deliverable to recur on no less than three days per week.

C.2.2.2 Quantity of three (3) front-loading Cardboard Recyclable containers [dumpsters] each with an eight (8)-cubic-yard capacity, for storage of waste until collection;

collection for this deliverable to recur on no less than two days per week.

C.2.2.3 Quantity of one (1) front-loading Co-Mingle Recyclable container [dumpster] with an eight (8)-cubic yard capacity, for storage of waste until collection; collection for this deliverable to recur on no less than one day per month.

C.2.3 National Training Center Location:

C.2.3.1 Quantity of one (1) front-loading Refuse container [dumpster] with an eight (8)-cubic yard capacity, for storage of waste until collection; collection for this deliverable to recur on no less than one day per week.

C.3 Deliverables:

Acceptance shall be performed at the Boyers, PA and National Training Center locations, dependent upon place of service delivery.

The FOB point is Destination.

Clauses:

I. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition.

The following addenda have been attached to this provision:

Quotations shall also include the following information:

1. RFQ number.

2. Time specified for receipt of offers.

3. Name, address, and telephone number of offeror.

4. A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.

5. Price for each line item of the requirement in the solicitation and any discount terms for the base year and each of the four option years. Please complete and submit the attached pricing worksheet.

6. Confirmation the offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers.

7. All offers in response to this solicitation must include the offeror’s respective business size in relation to the NAICS code contained in this solicitation and shall identify any socioeconomic categories to which they belong.

Additional Notes:

1. All questions pertaining to this solicitation must be submitted in writing to Shelly Thieme at Shelly.Thieme@nbib.gov no later than Monday, July 22 by 5 p.m. (EDT).

2. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt shall not be considered.

3. Prospective contractors must be registered in the Federal government’s System for Award Management (SAM) database. Information regarding how to register or update your registration may be obtained at: www.sam.gov.

II. Evaluation Criteria - The specific evaluation criteria to be used are as follows:

Lowest Price Technically Acceptable

The Government will award a contract resulting from this solicitation to the responsible offeror providing the lowest evaluated price, while meeting or exceeding the acceptability standards for all non-cost factors. The following factors shall be used to evaluate offers: Technical, Past Performance and Price.

The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications set forth in this solicitation. No advantage will be gained by exceeding the minimum technical requirements set forth in this solicitation. Offerors are advised to propose nothing above the minimum specifications set forth in this solicitation.

The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets or exceeds the performance characteristics and specifications of the requirement.

Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed services to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, mailto:Shelly.Thieme@nbib.gov delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include three (3) records of past performance within three (3) years from the posting date of this solicitation. These records can include work performed within the private or public sector. Past performance records should be for work relevant to the solicitation requirements (e.g. refuse removal service, waste disposal services, recycling collection services, etc.). Offerors shall identify a customer Point of Contact (POC) for each past performance record (e.g., Contracting Officer’s Representative (COR), Project Manager, etc.), providing a name and telephone number for each POC. An offeror with no relevant past performance within the last three (3) years will be assigned a neutral rating and will not be excluded from the competition.

The System for Award Management (SAM) and the Contractor Performance Assessment Reporting System (CPARS), as well as other sources, may also be used to evaluate past performance.

Price will be evaluated based on the total proposed price, including options, (if any).

III. Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer.

IV. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.

V. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items Solicitation provisions and Contract Clauses for the Acquisition of Commercial Items, applies to this acquisition.

VI. FAR 52.217-7, Option for Increased Quantity—Separately Priced Line Item (Mar 1989):

The Government may require the delivery of the numbered line item, identified in the

Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the options contained by written notice to the Contractor within five (5) years of contract award. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.

VII. FAR 52.217-8, Option to Extend Services (Nov 1999):

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within five (5) years of contract award.

VIII.FAR 52.217-9, Option to Extend the Term of the Contract (Mar 2000):

(a) The Government may extend the term of this contract by written notice to the Contractor within sixty (60) days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least thirty (30) days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed sixty-six (66) months.
