RFQ 24361818Q0018 – UPS Battery Replacement & Maintenance Questions and Answers
Question:
Answer:
1. In reference to the following: “There is no storage space available at the loading dock, or elsewhere in the TRB for the Contractor to store parts or materials ahead of installation. Government personnel will not be responsible for receiving shipments on behalf of the contractor.” Please confirm if there is staging area for the new and used batteries DURING the day of the installation.
Yes. Because the awarded contractor will be performing the battery replacement work on a weekend when the building is not open, the awardee may use the loading dock space during the installation for staging both new and used batteries.
2. The requirements state battery replacement work to occur on a Sunday. They also state that batteries cannot be stored onsite. Does this mean that the batteries need to be delivered on a Sunday, all 120 batteries replaced that day and the old batteries removed all on that Sunday?
Correct. The new batteries may not arrive at the TRB before the day upon which they are being replaced, and all old batteries are to be removed from the TRB that same day. The work is to be performed on a Sunday because that is the day least disruptive to have any network interruptions occur and when the building is least occupied.
3. Is this a new requirement or is there an incumbent vendor? If available, can you please send along the incumbent contract number?
As written, this is a new requirement. We have not purchased both a battery replacement and follow-on maintenance together in the past. In the past, the maintenance was provided by Emergency Power Services, Inc. (EPS), Baltimore, MD, but there is no prior contract number. A purchase card (credit card) was used for payment, and we only ordered one year of service at a time.
