Integrated Security Management Systems (ISMS) Maintenance

Request for Proposal SP-FSEM-30716

28 May 2026

Greetings Prospective Offerors, You are hereby invited to submit a written Firm Fixed Price (FFP) proposal to the U.S. Office of Personnel Management (OPM), Facilities, Security and Emergency Management’s (FSEM) for Integrated Security Management Systems (ISMS) Maintenance. This Request for Proposal (RFP) is being conducted in accordance with Federal Acquisition Regulation Part 12 as an unrestricted procurement for NAICS Code 561621, PSC J063. OPM has determined the ISMS Maintenance Performance Work Statement (PWS), Attachment 1 hereto, as a commercial service and will be issuing the Order terms and conditions accordingly. This Order is for a 12-month base period of performance (POP) with four one-year options. The task order resulting from this RFP will be a single FAR Part 12 award for all services described in the PWS. The basis for awarding the task order resulting from this RFP will be Lowest Price Technically Acceptable. Comparative evaluation may be used if two or more offers are equal in price and are technically acceptable.

OPM has been delegated authority to manage the security posture at OPM Facilities and require Integrated Security Management Services (ISMS). ISMS has a crucial and highly visible role in support of the OPM mission. ISMS is essential to the information technology and physical access requirements set by Federal Information Processing Standards (FIPS)

– 201 and the Identity, Credential, and Access Management (ICAM) Roadmap. It is crucial that the Contractor ensure their employees realize the importance of their role and perform their duties courteously and professionally at all times. These services are critical in protecting and safeguarding critical assets, access control points, and sensitive areas at the OPM facilities.

The scope for this requirement is to acquire and provide ISMS maintenance and installation services for OPM facilities, where OPM has delegated authority to manage the physical security program at its federally owned and leased facilities. Currently, OPM has delegated authority to manage the ISMS services programs at the OPM Headquarters, Theodore Roosevelt Building (TRB), located in Washington, DC; Iron Mountain, Boyers, PA; East

Butler, PA; Cranberry, PA; and Macon, GA. The Contractor shall provide and maintain all management, supervision, workforce, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to provide ISMS maintenance and installation services outlined in the PWS. The Contractor shall perform to the standards specified in this PWS and shall be expected to work closely with OPM representatives throughout the duration of the contract.

As noted in Attachment 1, the PWS, the ISMS includes but is not limited to the Physical Access Control Systems (Software House CCure 9000, HID, iStar, etc.), including turnstiles, Closed Circuit Television and Video Management System (VideoEdge, Victor, Axis, Tyco, Illustra, etc.) and Fire Alarm panels. The Contractor must be able to perform at the OPM facilities of the size and scope listed below:

• The TRB has seven (7) above ground levels and three (3) below ground levels.

The E Street Main Lobby is a split ground and above ground level. The TRB measures 264 by 480 feet and approximately 853,865 square feet. There are approximately 910 Federal employees, 340 contractors, and nearly 150 visitors/customers daily. The core hours of operation are 6:15 am to 6:30 pm.

• The East Butler, PA, facility is a three-story multi-tenant commercial lease facility. The dimensions of the office tower are approximately 320 feet by 90 feet. There is an attached single story manufacturing/warehouse addition encompassing approximately 488,000 square feet.

• The Retirement Services (RS) office is located on the first floor and occupies 13,991 square feet of the facility. The office is comprised of two suites divided by a common space hallway. They are approximately 8,000 and 6,000 square feet, respectively. The RS office has approximately 75 employees in the office daily and about two visitors monthly. There are 121 employees assigned to the office. The core hours of operation are 7:30 am to 6:00 pm, Monday-Friday.

• The Iron Mountain, Boyers, PA, National Underground Facility, is a multi-tenant commercial lease facility. The Iron Mountain facility is a limestone mine converted into leasable tenant space consisting of a tunnel system spanning approximately 145 acres located 300 feet underground. The ROC occupies 221,000 square feet of this facility. The core hours of operation are 6:00 am to 2:30 pm, Monday-Friday.

• The Cranberry, PA facility is a multi-tenant facility commercial leased facility.

The building is 4 stories and is comprised of approximately 120,001 Sq ft. The leased federal space is comprised of 4,808 sq ft and houses approximately 35 federal employees and contractors.

• The Macon, GA facility is a single-tenant leased facility. The structure is a 2-storybuilding. The government occupies space on all 2 floors for a total of 74,801 square feet. There are no basement levels. There are 2 passenger elevators and no freight elevator.

Evaluation Factors

The Government will evaluate proposals solely on the factors specified below. Award will be made to one (1) offeror whose combination of technical and price proposals represent the lowest price technically acceptable (LPTA) offer.

The Government will review each offeror’s proposal to determine if the offeror understands what must be accomplished in the statement of objectives. Three (3) evaluation factors will be used to rate each offeror’s proposal: technical approach, past performance and price.

The Government reserves the right to reject any or all proposals received and/or request clarification or modification of proposals as appropriate.

Proposals that provide an unrealistic technical approach, and/or simply parrot the solicitation without identifying the technical approach in detail specific to the complexity and risk involved with this requirement will be determined to represent an inherent lack of technical competence, and/or indicative of the offeror’s failure to comprehend the complexity and risk involved. Such proposals will be evaluated accordingly.

The evaluation factors below are listed below. The Government may award the Order resulting from this RFP without conducting discussions with offerors; therefore, offerors are encouraged to provide their most competitive offer The Government will evaluate all offers that conform to the requirements of this RFP. Offerors must comply with the detailed instructions for the format and content of the proposals. Proposals that do not comply may be considered nonresponsive and may render the Offeror ineligible for award.

Technical Approach

1. Technical Approach (Factor 1)

Evaluation Standard:

The Government will evaluate the extent to which the Offeror demonstrates a clear, comprehensive, and technically sound approach to meeting all requirements of the Performance Work Statement (PWS). The evaluation will consider the Offeror’s understanding of ISMS integration needs, including access control, intrusion detection, video surveillance, identity management, reporting, and cybersecurity requirements.

Elements Evaluated:

• Understanding of PWS requirements and operating environment

• Integration methodology for physical and electronic security components

• System architecture, interfaces, scalability, and future-readiness

• Cybersecurity protections, data management, and compliance measures

• Feasibility, clarity, and executability of the proposed solution

• Demonstrated commitment to the performance and deliverable metrics stated in the PWS (e.g. response times, preventive maintenance tasks, documentation, service down times, service up times, etc.).

Rating Basis:

Proposals will be rated based on the depth, clarity, feasibility, responsiveness to service calls, and maturity of the proposed technical approach.

2. Management & Staffing Plan (Factor 2)

Evaluation Standard:

The Government will evaluate the Offeror’s proposed management structure, staffing approach, and personnel qualifications to determine whether the Offeror can successfully execute, manage, and sustain the ISMS solution.

Elements Evaluated:

• Qualifications, experience, and certifications of personnel

• Staffing levels, skill mix, and availability

• Approach to quality assurance, risk management, and communication

• Ability to manage subcontractors and integration partners (if applicable)

Rating Basis:

Proposals will be rated on the adequacy, suitability, and demonstrated capability of the management and staffing approach.

3. System Implementation & Transition Plan (Factor 3)

Evaluation Standard:

The Government will evaluate the Offeror’s ability to deliver a safe, orderly, and minimally disruptive implementation. This factor includes the Offeror’s plan for transitioning any legacy systems and onboarding all stakeholders.

Elements Evaluated:

• Detailed implementation schedule and milestones

• Cutover strategy and system migration processes

• Risk identification and mitigation strategies

• Stakeholder coordination, training, and change-management approach

• Testing, validation, and acceptance procedures

Rating Basis:

Proposals will be rated on their realism, risk posture, clarity, and breadth and thoughtfulness of the transition plan.

Under the elements for LPTA a Pass or Fail rating will be assigned. Note that failing to provide a response under any of these LPTA requirements may render a Quoter as having received a “Fail” rating and make them ineligible for award. Receiving an UNACCEPTABLE rating in any area of evaluation renders a Quoter as having received a “Fail” rating and makes them ineligible for award.

Following the LPTA evaluation process, the Government will first evaluate price to determine the lowest through highest priced quotations. The lowest priced quote whose price quotation response is determined to be in accordance with the terms and conditions of the solicitation will be evaluated for technical acceptability. If the lowest priced quote is deemed technically unacceptable, the next lowest priced quote whose price quotation response is determined to be in accordance with the terms and conditions of the solicitation will be considered, and so on until an offeror is identified to be technically acceptable. Award will then be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. Quoters will be advised that the Government may not evaluate the technical quotation response of all offerors under this solicitation. If price and technical acceptability are equal, a comparative evaluation may be used.

Past Performance

We will evaluate the quoter’s demonstrated record, as confirmed by references, of successful past performance of the same or substantially similar contract efforts, including quality of work, timeliness of performance, cost contract, and business relations.

We will consider relevant past performance over the past three years. Relevant past performance is considered to be Federal, state, and local government or commercial contracts/work performed or being performed that were/are similar in nature to the current acquisition. Failure to provide all reviews, investigations/findings, reports, sanctions, admonishments, restrictions, or other positive or negative written material for the prime and each proposed subcontract, covering the specified time period, may have an adverse impact on the past performance evaluation of the quoter. If the quoter does not have a record of relevant past performance or past performance is not available, we will give the quoter a neutral rating.

In conducting the past performance evaluation, OPM may, at its discretion, use information obtained from other sources, as well as that provided in the quoter’s proposal. OPM reserves the right to contact references and points of contact provided by the quoter and otherwise verify statements and representations made in the quoter’s proposal. While OPM may elect to consider information obtained from other sources, the burden of providing thorough and complete past performance information rests with the quoter.

In accordance with FAR 9.104-6(a)(1), before awarding a task order for this requirement, the Contracting Officer shall review the performance and integrity information available in the Federal Awardee Performance and Integrity Information System (FAPIIS), including FAPIIS information from the System for Award Management (SAM) Exclusions and the Contractor Performance and Rating System (CPARS).

Price

The price will be assessed for completeness and reasonableness for performance of the requirements established in the PWS. Pricing will not be an adjectivally rated criterion but will be evaluated for fairness and reasonableness in accordance with FAR 15.404-1 to ensure that the final agreed to price is fair and reasonable.

The Government may determine that a proposal is unacceptable when, despite an acceptable total evaluated price, the price of one or more line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

OPM has delegated authority to oversee the security posture of OPM facilities and to require the ongoing maintenance of the Information Security Management System (ISMS). The ISMS plays a vital and highly visible role in supporting the mission of OPM. It is integral to meet the information technology and physical access requirements outlined in Federal Information Processing Standards (FIPS) 201 and the Identity, Credential, and Access Management (ICAM) Roadmap. It is essential that the Contractor ensure their employees understand the importance of their roles and consistently perform their duties courteously and professionally. These services are critical for protecting and safeguarding key assets, access control points, and sensitive areas within OPM facilities.

2. OBJECTIVE

Security Services (SS) is responsible for maintaining the ISMS within OPM locations identified in the Performance Work Statement (PWS). Security Services’ goal for ISMS is to meet the information technology and physical access requirements set by Federal Information Processing Standards (FIPS) – 201 and the Identity, Credential, and Access Management (ICAM) Roadmap.
