About this file

This document contains Questions and Answers related to a Request for Information (RFI) issued by the Office of Personnel Management (OPM) for a platform that can receive applications (including letters of recommendation), maintain compliance with privacy, cybersecurity, and accessibility requirements, and allow the government to download application materials.

The key details include: expected volume of technical support requests of 1-2 hours per week for routine questions, with up to 15-20 hours during the final application week; required system availability of 99.9% excluding scheduled maintenance; and the ability to accommodate approximately 1,000 user accounts and 500 applications. The RFI indicates that alternative solutions and enhancements beyond the stated requirements will be accepted, but there is no opportunity at this time to discuss integrations with existing OPM systems. Experience working with federal agencies or commercial businesses of similar size and scope is not compulsory to respond to this RFI, but may be required if a solicitation is released.

Question and Answers

1. Can you provide more details on the expected volume of technical support requests during the application period?

• Current estimate, approximately 1-2 hours per week spent on routine questions about adopting and utilizing the platform. Direct questions from our users could be in the range of 2-3 hours per week, including providing help with any login issues, missing data, or routing non-technical questions back to the White House Fellows Office. The more intuitive the platform is on the front end, the more our team can troubleshoot these issues and the less public-facing technical support will be required. There is likely to be closer to 15-20 hours of support requests during the final week of the application period, mostly on the deadline and the following day.

2. Are there any specific metrics or performance indicators that the platform must meet?

• From a user and program end, must be able to accommodate the volume of accounts created (~1000) in addition to total applications (~500). Would aim to respond to routine requests for assistance within 24 hours (with additional time for required fixes).

• While applications are being accepted, system hardware, software, and network communications will be operational and available 24 hours per day, 7 days per week, with system availability meeting or exceeding 99.9% excluding scheduled system maintenance.

• Should a solicitation be released, additional technical indicators identified will be included.

3. Can we propose alternative solutions or enhancements that go beyond the stated requirements?

• Yes, we will accept alternative solutions, enhancements, etc.

4. Is there an opportunity to discuss potential integrations with existing systems used by OPM?

• Not at this time.

5. We do not have past work experience working with Federal Agencies and/or commercial businesses of similar size and scope, is it compulsory?

• No, experience of that nature is not compulsory to respond to this RFI. However, should a solicitation be released, requirements to be considered eligible for award will be provided in detail.
