This is a Notice of Intent to Purchase Single/Sole Source from Hillsborough County Public Schools (HCPS) Procurement Services Department, focused on procuring professional development services from Vantage Resource Group, LLC. The document indicates a sole source procurement for leadership training and organizational change management guidance to support Student Nutrition Services' transition from a dual reporting structure to a centralized leadership framework. The notice will be posted from Monday, November 4, 2024, to Tuesday, November 13, 2024, and then from Tuesday, November 13, 2024, to Monday, November 18, 2024, providing a seven-business-day period for potential alternative vendors to respond.

Vantage Resource Group is positioned as the sole source provider due to their unique combination of professional development expertise, school nutrition training program management experience, and deep understanding of student nutrition operations. The proposed services include broader stakeholder engagement, extended coaching, assessments, and workshops for additional managers and district-level leaders, specialized leadership support through partnerships with organizations like John Maxwell, Wiley, and Gallup, and ongoing technical assistance. The procurement is specifically tailored to support HCPS Student Nutrition Services' organizational transformation, with the vendor having already been an incumbent consulting partner since February 2024 and demonstrating extensive knowledge of the department's structure, goals, and personnel.

SINGLE/SOLE SOURCE COMMODITIES AND SERVICES

1. Describe what the item commodity and service is and how it is to be used by HCPS.

We need professional development that provides leadership training and organizational change management guidance to support Student Nutrition Services’ transition from a dual reporting structure to a centralized leadership framework.

2. What feature or special condition of this commodity and service is unique and cannot be obtained from any other source?

Vantage Resource Group, LLC is the only company that has the combination of professional development expertise, school nutrition training program management experience and deep understanding of student nutrition operations and regulatory requirements needed to provide concurrent guidance to our three-tiered leadership team (SNS administration, SNS regional supervisors, and SNS cafeteria managers) throughout the multi-faceted aspects of support we require.

3. Vendor-provided information.

As the incumbent consulting partner for the Hillsborough County Public Schools (HCPS) Student Nutrition Services (SNS) department, Vantage Resource Group, LLC (VRG) has been instrumental in guiding the department through its strategic transition to a centralized leadership framework. After a successful initial engagement, both VRG and HCPS SNS leadership have recognized the need for more in-depth engagement with additional stakeholders to meet this transformation's demands effectively. This letter confirms that VRG is a sole source provider for extending and expanding VRG’s scope of services to ensure continuity and successful outcomes. Unique Qualifications and In-Depth Knowledge Since February 2024, VRG has developed a deep understanding of the operational and leadership needs specific to HCPS’s SNS department. Our work has included delivering customized leadership workshops, individual leadership assessments and debriefs, strategic coaching, and real-time technical support. VRG has extensive knowledge and a proven track record of success in student nutrition operations. As VRG consultants are already familiar with the department’s structure, goals, unique challenges, and personnel, we are uniquely qualified to expand our efforts seamlessly, which ensures a higher level of service and minimizes disruption. Enhanced Engagement for Greater Impact To address the increasing scale and complexity of the HCPS SNS department’s centralization initiative, VRG’s expanded proposal includes: • Broader Stakeholder Engagement: Extended coaching, assessments, and workshops for additional managers and district-level leaders. • Specialized Leadership Support: Tailored leadership learning systems through our partnerships with organizations including, but not limited to: John Maxwell, Wiley and Gallup. • Ongoing Technical Assistance: Real-time troubleshooting and strategic adjustments to support SNS’s evolving needs.
