About this file

This is an Invitation to Bid (ITB) issued by the Florida Agency for Persons with Disabilities (APD) for procuring four 2025 Honda Odyssey vans for the Tacachale residential facility in Gainesville. The solicitation seeks four vehicles specifically tailored to meet the transportation needs of residents with developmental disabilities, with a preference for the Honda Odyssey Touring model due to its low step-in height and accessibility features. The bid is scheduled to be advertised on March 21, 2025, with technical questions due by March 28, 2025, sealed bids due on April 18, 2025 by 10:00 a.m. E.T., and an anticipated contract award posting on April 22, 2025. The contract term is anticipated to be one year from May 2025 or the contract execution date, whichever is later.

The procurement will be awarded to the responsive, responsible bidder offering the lowest grand total price, which must include all charges for packing, handling, freight, distribution, and delivery. The Agency requires a standard factory warranty covering 3 years/36,000 miles bumper-to-bumper and 5 years/60,000 miles for the powertrain. Bidders must comply with various state requirements, including providing a drug-free workplace certification, verifying they are not on scrutinized companies lists, and submitting a non-collusion statement. The vehicles will be delivered to the Tacachale facility, with specific delivery requirements including minimizing odometer miles and performing a pre-delivery inspection. The solicitation emphasizes the critical role these vehicles will play in supporting residents' mobility and independence.

SECTION 1.0: Introduction

1.1 Overview

The Agency seeks to procure four (4) 2025 Honda Odyssey vans to meet the transportation needs of residents at Tacachale, a state-operated residential facility for Floridians with developmental disabilities. These residents rely on consistent, safe, and accessible transportation for a variety of essential services, including doctor’s appointments, medical treatments, and recreational activities. Given the nature of the residents' mobility challenges, the Honda Odyssey is an ideal choice due to its low step-in height, which allows for easier and safer entry and exit.

The vans will ensure that residents are able to access necessary healthcare services and participate in other important activities with greater independence and comfort. The addition of these vehicles will not only enhance the quality of life for the residents but also support the overall mission of Tacachale in providing comprehensive care and assistance to elderly individuals.

1.2 Background

Tacachale is a state-operated residential facility that provides essential care and services to individuals with developmental disabilities. Located in Gainesville, Florida, the facility offers a range of programs to support the residents' health, well-being, and overall quality of life. The facility houses individuals with varying degrees of mobility and health challenges, many of whom rely on transportation services to attend medical appointments, participate in social and recreational activities, and engage in community programs.

While there are comparable vehicles available through the state term contract (STC), they do not meet the unique needs of Tacachale’s residents. Comparable vans, while available, have proven to be less durable than the Honda Odyssey. Previous models used at the center have not held up to the rigorous demands of daily use. Additionally, other transit vans, although functional, are too high for easy access by residents, many of whom have mobility challenges, making them impractical for the facility’s needs. Furthermore, the hybrid vehicles available on the STC are not feasible options as the facility is not equipped to charge hybrid vehicles at this time. For these reasons, the procurement of the 2025 Honda Odyssey vans is necessary to ensure reliable, accessible, and safe transportation that meets the specific needs of Tacachale’s residents.
