1.0 INTRODUCTION

The Architect-Engineer (A-E) shall conduct field investigation and prepare a complete and usable Concept Design (35% Design) with all relevant design contract documents for the Government. This Statement of Work (SOW) sets forth the requirements for a full and complete design delivery method for this effort at Vandenberg SFB, CA. The A-E shall provide the Government with an engineering design for expanding the secure area at Building 8173 on Vandenberg SFB.

1.1 CURRENT SITUTATION

The site selected is located within the North side of Building 8173 on Vandenberg SFB. The site is occupied by the 533 TRS and needs to be reconfigured to expand a secure area that will meet the needs for expanding classroom requirements. The current site is a training area. The location of site is near the current 533rd squadron office area.

2.0 SCOPE OF WORK

The A-E shall perform the services described in this document.

2.1 GENERAL DESCRIPTION OF PROJECT

The A-E shall investigate, research, and propose a solution to bring the below issues up to code compliance and to meet all base, state, federal, and user requirements and standards. This is not a description of construction, rather a statement of performance. The A-E shall develop a concept design that researches the current situation and provides a report with sufficient information to allow a solution meeting these performance requirements. The A-E’s scope includes, but is not limited to, all research, investigation, and design for:

2.1.1 Renovating the site selected to current code compliances to become a single active Sensitive Compartmented Information Facility (SCIF). ICD/ICS 705 Tech Specs standards and all other relevant UFC/UFGS/etc. standards are required to be followed. Fire Detection and Suppression systems and Mass Notification System requirements shall be investigated and updated in accordance with UFC 3-600-01 and any other applicable codes. Contact the Fire Prevention Office before any alterations are made.

Special attention will be dedicated to achieving proper Sound Transmission Class (STC) ratings for any designed amplified audio component within the SCIF.

2.1.2 The diagram in Attachment 1 may be used as a reference when developing the Concept Design to include the following:

1. Maximize the occupancy of the space and provide the maximum number of occupants allowed within the SCIF.

2. Determine if an additional emergency exit(s) are needed to maximize occupancy and incorporate within the design. Any existing doors not needed as emergency exits shall be designed to be sealed.

3. Design to remove the existing SCIF Door.

4. Design a new SCIF door at the new entrance.

5. Design six (6) classrooms as referenced in Attachment 1.

6. Design to demolish internal walls for Rooms 155, 156, 159, 161 to make 4 of the classrooms.

7. Design an extended external boundary to the new SCIF door.

8. Design workstations with JWICS, NIPR and SIPR for each student.

9. Design a furniture layout for the classrooms. Do not include the furniture in the cost estimate.

2.1.3 If required, Contractor shall perform necessary load studies (heat and electrical) to ensure designed upgrades are properly supported by utilities. Any further upgrades to utilities needed shall be designed in order to meet supply needs.

2.1.4 Provide Class III Cost Estimation in PACES software format and pdf.

1. Cost estimate shall include an option for RF shielding of the entire secure area.

2. Cost estimate shall include an option to seal 2 of the 4 doors on rooms 163 and 165.

The A-E is responsible for all research, interviews, and investigation required for the project.

6.0 GOVERNMENT FURNISHED ITEMS

The following is a list of specific items of support that the Base CE will provide:

None specific to the project.

6.1 STAGING AREA

The A-E, in coordination with the end user and Base CE, will identify space on the jobsite or in a base A- E staging area where the A-E may deliver non-hazardous materials within the installation. Approval of the staging area is required from Base Planning as part of the AF Form 103.

6.2 EXISTING ENGINEERING PLANS AND RECORD DRAWINGS

The Base CE will provide the A-E access to any existing, available, and allowable engineering plans, drawings, diagrams, aerial photographs, digitized map files, etc., to facilitate evaluation of the site(s), as needed or requested. The primary method of access is for the A-E to be allowed into the 30CES Design Vault for research on available documents. Access to the 30CES Design Vault will be granted to the A-E after award. The A-E must accomplish a non-disclosure agreement (NDA) for each person accessing the Vault; a previously filed NDA will not suffice. The A-E’s use of any existing plans, drawings, diagrams, etc. does not relieve the A-E from ensuring the design matches existing site conditions or complying with Vandenberg SFB CAD Standards.

6.3 BASE REQUIREMENTS

The Base CE will advise the A-E of the location and processes to obtain the following as needed:

6.3.1.1 Access to utilities (electrical, water, sewer, phone, etc.) This includes a supply (e.g., fire hydrant or stand pipe) of large quantities of potable water.

6.3.1.2 Security escorts for work in restricted areas.

In an effort to comply with the affirmative procurement requirements of Section 6002 of RCRA and Executive Order 13101, the Government strongly promotes the use of recycled and recovered materials and products identified in the Environmental Protection Agency's Comprehensive Procurement Guidelines. These materials and products must meet the requirements of the Specifications, must not delay the progress of work, and must not be cost prohibitive. EPA guideline items are seen as the minimum that should be considered when evaluating recycled/reuse materials. Other materials and products not listed, but commonly used in industry outside of the Government should also be considered.

Material and product submittals for all recycled-content items should list the recycled and recovered materials used and the percentage content.
