SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), (Insert Acquisition Division) and National Marine Fisheries Service

2. Description of supplies or services required to meet agency needs (including the estimated value).

Items to be supplied are:

2x ‐ Spherical camera housing, NOAA360

2x ‐ Battery Housing Assembly v3.2 (tube, bottom endcap, connector endcap, switch handle)

4x ‐ MV 30‐25 pinned housing

2x ‐ Spherical Double Satellite Stereo Plate

Optional purchase of above components through 6/30/2029.

The spherical camera systems are to record fish occurrence and abundance in parallel with echosounders, and moorings in the field.

The collection of these data is required as part of a multi‐year, IRA‐funded project to improve surveys of red snapper. The acquisition of these instruments will ensure that new data streams can be factored alongside variance in species diversity and abundance to improve current surveys of red snapper and reef fishes.

3. Identification of the single source or the brand name to be solicited.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

This company is the original designer and fabricator of the items being procured. The items that are not designed by this company will still be required to interface with those items. This company’s familiarity with all requirements and technical aspects of the system create an advantage for them to fabricate all pieces involved, to ensure compatibility before completing the order.

□ Compatibility to existing systems or equipment - The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement.

These particular items are required to meet standardization needs across multiple systems and match historic data collected using identical instruments. These will be replicates of current sampling equipment.

Other - Only one source is capable –

This supplier is the manufacturer and seller of the items requested. There were no other comparable items found that would work in lieu of this item, as they are highly specialized and custom pieces of equipment. Sexton has supplied a letter detailing that the items required are the intellectual property of the company.

5. Market Research.

These particular items are needed to keep system compatibility with other identical systems that are already in use.

If these particular items are not used, then inconsistency and variability is added to the sampling that this equipment is used for.

For items not designed by this company, we have received quotes from multiple other fabricators, but none were found to meet the cost and quality standards to match or out-weigh this company.
