About this file

This is a Notice of Intent to Purchase Single/Sole Source Commodities and Services issued by Hillsborough County Public Schools (HCPS) Procurement Services Department for the Virtual Enterprises International Program. HCPS intends to procure comprehensive educational services and platform access from Virtual Enterprise International, Inc., which includes an interactive business simulation curriculum, teacher and student resources, virtual banking systems, and trade show booth equipment. The program enables business ownership students to operate simulated businesses within a classroom environment connected to a global virtual economy. The public notice period runs for seven business days, from July 16, 2024, at 7 pm through July 26, 2024, at 7 pm. During this window, interested firms may submit responses demonstrating capability to provide equivalent or superior services via VendorLink to determine whether alternative sources exist. No formal request for proposals or competitive solicitation is being issued, and responses will be reviewed solely to assess market competition. If no comparable alternative services are identified during the posting period, HCPS will recommend to the School Board that the procurement proceed as a sole-source purchase without competitive bidding.

Virtual Enterprise International, Inc. is identified as the incumbent and sole vendor, holding copyrights to proprietary programs and curriculum that cannot be duplicated by competitors. The vendor's unique positioning stems from the integrated virtual economy and banking system that connects participating schools globally, offering real-world business practices and immersive educational experiences unavailable through alternative sources. The procurement appears to represent a district-wide implementation across multiple business education classrooms, though specific contract value and multi-year terms are not detailed in the notice. The General Manager of Procurement Services retains sole discretion to determine whether competitive solicitation is warranted based on responses received. Decisions regarding multiple-year sole-source contracts are valid for one year following School Board approval and must be re-posted and revalidated before renewal periods.
