About this file
This document is a Sole Source Justification for the procurement of "Z" Axis ball screw assemblies for three Starrag machines used by NFPC.
The key details are: NFPC requires two "Z" Axis ball screw assemblies to replace worn parts and minimize machine downtime for its Starrag SU-18, SU-19, and SU-20 machines, which are critical for producing components for the U.S. Navy. Starrag USA, Inc. is the Original Equipment Manufacturer (OEM) and the only source that can provide the required ball screw assemblies, as they do not allow third-party sales or authorized distributors. The total estimated cost is $134,547.36, with a 26-week delivery timeline from the date of award. The sole source justification is based on Starrag's unique qualifications as the OEM and the lack of alternative options identified through market research. The contract was awarded to Starrag USA, Inc. on 2024-07-16 under Contract No. N6449824P5267.

SOLE SOURCE JUSTIFICATION
FOR “Z” AXIS BALL SCREW ASSEMBLY FOR NFPC
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
NFPC has three Starrag machines that utilize the “Z” Axis ball screw assembly. The average ball screw lasts for several months before needing replacement. Recent preventative maintenance for SU-18 included replacing the “Z” axis ball screw. The “Z” Axis ball screw assembly has a procurement lead-time of 26 weeks per the past procurement history. NFPC’s purchase of two (2) each of the Starrag “Z” Axis Ball screw assemblies will reduce expected down times prior to the next ball screw assembly break down on the SU-18, SU-19, or SU-20. The Z Axis ball screw assembly parts shall be delivered to NFPC as listed in Section 3.1 of the SOW, with no deviations, on or before 26 weeks from date of award.
The total estimated cost is $134,547.36.
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
IAW FAR 13.106-1(b)(1) for purchases not exceeding the Simplified Acquisition Threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
The machines are an integral part of NFPC’s production. The highly precise metal removal high speed machines produce components that are destined for delivery to the U.
S. Navy. It is vital for NFPC to keep the machines up and running in order to meet critical deadlines for the production and repair of the Navy’s propellers. Starrag USA, Inc. is the Original Equipment Manufacturer (OEM) of SU-18, SU-19 and SU-20. If NFPC tried to replicate the” Z” Axis ball screw unit without OEM parts, there is a high likelihood that the machine will leak hazardous amounts of oil. To avoid creating employee slipping conditions around the machine, NFPC shall properly maintain the “Z” Axis ball screw assemblies with OEM parts. Starrag USA, Inc. is the only source that can satisfy the “Z” Axis ball screw requirement since Starrag does not allow third-parties to sell these items or use authorized distributors.
3. MARKET SURVEY
Market research conducted by contacting the OEM and Internet searches. As a result, the Government did not identify any alternative option for this requirement. This sole source procurement is required for Starrag “Z” Axis Ball Screw Assembly.
