About this file

This document is a Federal Supply Schedule Limited-Sources Justification for the Bonnie and Measure Authoring Tool (Bonnie MAT) contract. The Centers for Medicare & Medicaid Services (CMS) requires continuation of services beyond August 25, 2024 to complete centralization, system support, maintenance, operations, and continuous improvement updates to functionality with the incorporation of industry-based standards of the Measure Authoring and Development Integrated Environment (MADiE) under the Bonnie MAT contract. The current Bonnie MAT contract, awarded to SemanticBits LLC/ICF, is in effect from August 26, 2019 to August 25, 2024. After conducting market research, CMS determined that SemanticBits LLC/ICF is the only incumbent with the necessary knowledge and operational expertise to provide seamless quality transition services without disruption. Future enhancements to MADiE will be competed on the ACME BPA starting in Fall 2024, targeted toward small businesses. The estimated value of the 1-year base period is $0,000,000.00, funded through QIO project #005301.

2. Description of Supplies or Services:

The estimated value of the proposed action of 1-year base period is $0,000,000.00. CMS requires continuation of services beyond August 25, 2024, to complete centralization, system support, maintenance, operations, and continuous improvement updates to functionality with the incorporation of industry-based standards of the Measure Authoring and Development Integrated Environment (MADiE) under the Bonnie and Measure Authoring Tool (Bonnie MAT) contract, HHSM-500-2016-00011 B 75FCMC19F0003. The current Bonnie MAT contract's period of performance is August 26, 2019 to August 25, 2024. Bonnie MAT was originally competed amongst small businesses and awarded to Semanticbits LLC/ICF using the Agile Delivery to Execute Legislative Endeavors (ADELE) Blank Purchase Agreement (BPA) established by CMS. Since its award, Semanticbits has been performing exceptionally well on the Bonnie MAT contract.

After conducting market research it has been determined that Semanticbits, LLC/ICF is the only incumbent for the Bonnie MAT effort having both the knowledge of the Bonnie MAT applications and operational knowledge necessary for decomissioning and transitioning services; therefore, they are the sole contractor that can provide seamless quality transition services in the time frame required without disruptions. Market research also indicated that future developments of Bonnie Mat's MADie could be carried out by multiple small business vendors that are apart of the ACME BPA. As a result, it has been decided that future MADie enhancements will be competed on ACME starting in fall 2024.

s. Actions to Increase Competition:

There is no follow-on work for this requirement as this is a one-time POP to expedite the modernization efforts of MADiE to meet industry standards per stakeholder expectations, support the transition of users from Bonnie MAT and sunset the Bonnie MAT systems completing their IT lifecycle at CMS. The continued operations, maintenance and enhancements for the Bonnie Mat's MADiE application will be re-competed in August 2025 as a call order under ACME BPA, targeted toward small businesses.

&. Any other facts supporting the justification:

N/A

The acquisition of the Bonnie MAT contract is of high importance for the Centers for Medicare & Medicaid Services (CMS), as it involves a set of high-priority, time-sensitive, and complex initiatives that are vital to the Agency's overall goals, such as providing the necessary support and analyses required to assess the impact of CMS policies on the Quality Measure Development and Provider population.

To ensure that the upcoming Performance Year 2024 rule-making cycle is successful, it is imperative that CMS policy officials and the Measure Development community can leverage the support provided by this acquisition.

This will help to prevent any adverse effects on the Clinician community and, indirectly through Clinicians, the Medicare and Medicaid Beneficiary population.
