About this file
This document is a response to questions related to a Request for Proposals (RFP) issued by the California Commission on Peace Officer Standards and Training (POST) for Video Production Services for Law Enforcement. The RFP seeks a qualified proposer for a two-year contract to provide high-definition digital video-based law enforcement training program design, development, and production services, including multi-camera cinematic style location and studio video shooting and post-production editing. The RFP provides clarification on facility requirements, examples of comparable work, and criteria for evaluating staff and subcontractors. Proposers are required to provide resumes for key personnel, and the substitution of key staff is subject to POST approval. Samples of POST video programs are available online for proposer review.
The RFP outlines specific requirements for the production of in-service, topic-specific law enforcement training videos (Task 1), long-form law enforcement videos (Task 2), and short-form law enforcement videos (Task 3). Proposals that do not meet the minimum qualifications or include all required attachments will be considered non-responsive and will not be evaluated. The contract term is two years, with potential renewal options.

Response to questions
California Commission on Peace Officer Standards and Training (POST) POST Video Production Services for Law Enforcement (RFP)
Amendment #1 Response to submitted questions.
1. As stated in your RFP section 2.1, regarding video production facilities, we do not own a studio, however we are close partners with a studio facility in Los Angeles. Does that qualify or disqualify us?
In the case of studio soundstage space, Proposers are not required to be owners/operators of their own soundstage and may choose to rent soundstage space on an as-needed basis to fulfill any large-scale filming production requirements of the contract. It is recommended that Proposers include details of such arrangements when providing facility descriptions (see RFP Section 3.2.1.
Description of Facilities, Technical Capabilities, and Standards - Describe how your facility is equipped to meet POST's requirements and technical standards as described in Sections 1.2. and 1.3.). For studio soundstage staffing or other personnel outsourcing/subcontracting, as directed in RFP Section 3.2.5.4., Proposer must list any partners or subcontractors the Proposer intends to use.
Indicate which video development functions, if any, are outsourced to a third party. Describe in detail what parts are outsourced, to whom, and the relationship of the subcontractor to this company. Additionally, the sample Standard Agreement 22112205, Exhibit D, Page 1, Special Terms and Conditions (RFP page 71), includes State's subcontracting terms and conditions.
2. We have worked with multiple law enforcement agencies providing video production for them, however not in training video capacities. Although we can provide those video examples, in 2.2, regarding 30 min examples of training videos, if we do not have those, would that disqualify us?
POST's law enforcement training video programs are specialized in nature and work examples must be comparable and meet the RFP specifications as listed.
As directed in RFP Section 2.2. Minimum Qualifications, Proposers must furnish evidence of their company's experience in the last five (5) years with video-based public safety (law enforcement or emergency services training program design and production. Specifically, as directed in RFP Section 3.2.6.1., to demonstrate experience and expertise, Proposer must provide current, comparable work examples produced within the last five years and managed directly by the
Proposer for other clients that demonstrate Proposer’s ability to produce high-quality video programs and/or assets as follows: One (1) example of a public safety distance learning training with video with of a minimum length of 30 minutes; One (1) example of a public safety informational video with a minimum length of five minutes.
Proposals that do not meet all Minimum Qualifications listed in RFP Section 2 and/or do not include all attachments listed in RFP Section 5.1. Required Attachments Checklist (see RFP page 29) will be considered non-responsive and will not be evaluated.
3. Crew Members with Past Criminal Records:
I am aware that one of the individuals on my crew has a past history of incarceration. Since then, they have proven themselves to be reliable, hardworking members of the film industry. Given the nature of your organization, I would like to inquire if crew members with past criminal records would be allowed to participate in this project. This information will not influence my intent to submit a proposal; however, I want to ensure that the team I assemble has the potential for approval based on your criteria.
As directed in RFP sections 2.3 and 3.2.5.1. to 3.5.5.4, POST evaluative criteria the Proposer must provide resumes that include names, position titles, job descriptions/roles, education, professional training, employment experience and years of professional experience for each person identified in section 3.2.5.1.
The Proposer should also list any partners or subcontractors the Proposer intends to use, indicate which video development functions, if any, are outsourced to a third party, and describe in detail the relationship of the subcontractor to the company. (3.2.5.4.) Once the contract is started, the substitution of key staff is subject to prior approval by POST. Please be advised that under Public Contract Code section 13701 the resumes provided by proposer of persons identified who will exercise a major administrative role are attached to the contract and become a public record.
4. Request for Sample Training Video:
Additionally, I would like to request access to an online sample of Task 1, an in-service, topic-specific law enforcement training video. This would assist in my research and ensure that our production aligns with the requirements and expectations of CA POST.
As directed in RFP Section 3.2.6.1., samples of POST video programs are available for to Proposers for review and comparison at the POST website (see Section 1.2.2. for Task descriptions) as follows:
