About this file
This document is a Justification for an Exception to Fair Opportunity (JEFO) for an Air-to-Air Refueling (AAR) task order under the AAR Multiple-Award Indefinite Delivery, Indefinite Quantity (MA/IDIQ) Contract.
The JEFO authorizes the use of FAR 16.505(b)(2)(i)(B) to issue a modification to increase the quantity of flight hours from 82 to 112 and the price from $1,898,983.60 to $2,589,977.60 on the task order to Omega Aerial Refueling Services (OARS). OARS is the only known responsible source that possesses FAA-certified aircraft with an approved U.S. Navy Interim Flight Clearance to immediately satisfy the AAR services without a significant disruption of services. The estimated period of performance is extended, and the total estimated value of this contract action is $2,589,977.60. The contracting officer has determined the anticipated cost to the government will be fair and reasonable.
