About this file
This document is a Brand Name Justification for a federal contract opportunity to acquire Solidworks software. The justification explains that Solidworks is the required and preferred parametric modeling software used by the W51 Engineering Support Services department to support various missions and projects. Shifting to a different modeling software would require retraining personnel, recreating engineering files, and substantial additional costs of approximately $20k-$30k. Therefore, the continued use of Solidworks licenses is necessary to maintain access to existing engineering files and continue engineering workflow in accordance with IT policies. The contract was awarded to the mandatory contract holder, Lyme Computer Systems, Inc., under contract number N6339424F0028. The total value of the award was $17,210.

Brand Name Justification under $250K
PID Number: 24-SIMACQ-W00-0011-Solidworks
Department: W51 Engineering Support Services
Company Name/Brand: Solidworks
Description of Product, Supplies or Services required to meet the agency’s needs:
Solidworks Premium is a 3-dimensional (3D) computer aided design (CAD) software. This software can be used to create solid body 3D part files. These part files can then be combined in Solidworks assembly feature to create 3D assemblies with multiple individual part files.
Solidworks Premium also has the ability to do motion simulation with assembly files and conduct Finite Element Analysis (FEA) with both individual part and assembly files. Solidworks Electrical Professional is 3D CAD software that is used to work with Solidworks Premium.
Solidworks Electrical Professional extends the capability of Solidworks Premium by allowing the user to create 3D electrical schematics and turn them into 2D electrical schematics.
Solidworks Electrical Professional also allows the user access to tool box that contains a wide range of commercially available electrical components that can be used to build parts lists and create realistic electrical drawings.
Identification of Justification Rationale:
☐ The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.
☒ A patent, copyright, proprietary data, or licensing agreement limits competition.
☐ These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. IAW FAR 6.303-2(b)(4).
Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.
**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.
W51 currently use Solidworks software to collaborate with each other on various projects.
Specifically, W51 requires Solidworks software in order to support missions such as the FMS France 50K, PMA 208/IWS 4K3 Mod 0 launcher, and any local electrical diagram requirements through developing and creating electrical schematics for launcher controls, cable diagrams, and lightning protection system diagrams. W51 has multiple engineers that are required to utilize Solidworks to perform their duties. Only one license is currently available and does not meet W51s ability to continue to support the Fleet and critical mission objectives.
If W51 is not able to purchase the new and additional licenses for the SolidWorks Software, they will not be able to complete tasks that were given by the fleet or other departments within PHD NSWC, who also support the fleet. This will cause a stop work for those departments and personnel supporting the fleet.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
Solidworks was chosen as the preferred parametric modeling software after a robust evaluation of multiple design programs was conducted in 1998. Solidworks was identified as offering the best capabilities vs. cost (i.e., “bang-for-the-buck”). Since then, all engineering designs requiring software modelling have been completed in Solidworks. Solidworks is required to maintain access to these files going back decades. Shifting to another modeling software would require W51 to investigate and procure from multiple software providers to accumulate the components required to provide a comparable replacement for the capabilities that Solidworks provides. This effort would result in a substantial duplication of cost of approximately $20k-$30k that is not expected to be recovered through competition. Furthermore, the use of another modeling software (or multiple other modeling softwares) would require the EDL to re-train personnel on new software, re-create existing engineering files that have been catalogued for decades, and transition to an entirely new modeling software on different computer hardware. Therefore, in order to maintain access to existing engineering files and to continue engineering workflow in accordance with NSWC PHD IT policies, current Solidworks licenses are required.
Market Research Conducted:
Market research was conducted on different potential vendors that could provide this software.
The first vendor market research brought forth was GoEngineer. This vendor then referred to Lyme Technology as their government vendor. GSA advantage was then looked at as a potential source which also resulted in Lyme Technology being vendor. Finally, DoD ESI was used to determine if this software was available through this method. DoD ESI also lists Lyme Technology as the provider. Lyme Technologies is the mandatory contract holder for SolidWorks software products. BPA Contract Number: N66001-21-A-0029
Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
