About this file
This document is a Brand Name/Sole Source Justification under $250K for the purchase of commercial internet services from Americable International Japan, Incorporated. The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) requires commercial internet services to provide NMCI access for its Combat Systems Project Engineer (CSPE) office located at the Yokosuka Naval Base in Japan. Americable is the only authorized internet service provider on the naval base, and using any other provider would result in significant delays and infrastructure costs exceeding $1 million. The justification explains that Americable's services are necessary to allow CSPE and logistics personnel to access technical websites, drawings, and communicate with ships, maintenance teams, and other stakeholders to support the Navy's mission. The associated federal contract opportunity, N6339424P0044, was awarded to Americable International Japan, Incorporated on September 17, 2024 for $3,336.16.

Brand Name/Sole Source Justification under $250K
PID Number: N63394-24-SIMACQ-PHD-N50-0001
Department: Modernization & Installation Department (N)
Company Name/Brand: Americable International Japan, Incorporated
Description of Product, Supplies or Services required to meet the agency’s needs:
Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) has a requirement for Commercial Internet Services for NMCI access located at Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) Combat Systems Project Engineer (CSPE) Office Building A20, Rooms 122 and 126 in Yokosuka Naval Base Japan Ship Repair Facility (SRF) to use technical websites, technical drawings, system engineering planning and execution, and communication with Ships, maintenance teams, Chain of Command, sponsors and other stake holders. Internet Services will be used by Combat System Project Engineers (CSPE) and a logistics support team personnel to track, coordinate, and communicate through websites and emails with numerous entities and waterfront partners in order to perform their duties in support of ships in Yokosuka, Japan.
Identification of Justification Rationale:
The Material or service must be compatible with aspects (Form, Fit, and Function) with existing systems presently installed.
A patent, copyright, proprietary data, or licensing agreement limits competition.
These are “direct replacement(s)” parts/components for existing equipment.
Urgency.
Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1). Insert the title of the authority IAW FAR 6.303-2(b)(4).
Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.
**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.
Requesting Americable Monthly Wired Red Internet Package (Internet Services 50 Megabits per second) to Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) Combat Systems Project Engineer (CSPE) Office Building A20, Rooms 122 and 126 in Yokosuka Naval Base Japan. Currently personnel assigned to CSPE and LOGREP positions access NMCI internet services via a Deployable Site Transport Boundary (DSTB) Flyaway Kit ordered through NMCI and delivered by Prospectus. The DSTB requires commercial Internet (currently provided by Americable) to provide a NMCI path for users. Failure to approve internet service package will result in CSPE and Logistics Representative (LOGREP) personnel losing Internet connectivity to office spaces. This would force personnel to use government provided iPhones as hot spots for Internet services resulting in extremely limiting their productivity and potential mission failure.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
Presently, we have no commercial ISP in Yokosuka. Due to the sensitive nature of our work, employees are unable to use their personal commercial ISP at home. We usually host Government employees from PHD in Yokosuka, which is not currently possible due to no ISP/Wi-Fi. In addition, this is impacting communications with our sponsors, ships, and other stakeholder partners. Furthermore, personnel assigned to CSPE and LOGREP positions need continued access NMCI internet services via a DSTB Flyaway Kit ordered through NMCI and delivered by Prospectus such as Americable.
Americable is the only on-base (Yokosuka) commercial Internet Service Provider (ISP) with an established infrastructure. Our need is immediate in order to support the fleet. The Government does have another ISP on-base Yokosuka is ONE Net; however, this ISP only supports base permanent facilities. NSWC PHD’s current offices in BLDG A20 are considered temporary office assignments and will not be considered permanent until Naval Facilities Command receives notification from CFAY that NSWC PHD has been assigned Tenant Command status. Therefore, since BLDG A20 is currently temporary, ONE Net will not support and provide services. Additionally, ONE Net ISP does not support the direct connection to NMCI services required to support routine maintenance and updates to NSWC PHD Computer assets used in Japan and places extreme limitations of stateside personnel traveling to Japan to support the mission. The use of Americable’s commercial ISP in conjunction with a DSTB Fly Away Kit removes all above noted limitations of One Net ISP and allows full access to NMCI services required for mission success by both permanent and temporary assigned personnel working in Yokosuka. Americable is the only company that can provide these types of services to a temporary office on-base at Yokosuka. Americable does not have any third-party authorized vendors that can provide the same services on-base.
Obtaining Internet services from any other source other than Americable would result in substantial duplication of cost and an unreasonable delay. A change in internet service provider would require a change in infrastructure across the entire Yokosuka Naval Base. This infrastructure change would cost an estimated amount of over $1 million that would not be expected to be recovered through competition. Further, obtaining internet services from another U.S. or Japanese commercial Internet provider would result in an unreasonable delay of approximately 2 years. This estimate is based on the fact that internet services available to procure must first be authorized and contracted for at the Naval Base (Command Forces Activities) Yokosuka Japan level. There are no other U.S. commercial Internet providers currently available in Yokosuka Japan and Japanese commercial Internet providers lack access to the base. So, in order to use another Internet provider, the entire Naval Base (Command Forces Activities) Yokosuka Japan would need to find, authorize, contract with, and obtain the infrastructure for a new Internet provider. Obtaining a Japanese Internet provider would additionally require special permissions by the Japanese Government and US Government. This 2-year delay would significantly impact NSWC PHD’s mission since, without internet services, NSWC PHD would be unable to use the required technical websites, technical drawings, system engineering planning and execution, or communicate with Ships, maintenance teams, Chain of Command, sponsors and other stake holders. This delay would be unsatisfactory in order to support our mission.
Market Research Conducted:
Americable is the only authorized Internet Service provider for all Military and Department of Defense (DOD) at Naval Base (Command Forces Activities) Yokosuka Japan.
