About this file
This document is a Justification and Approval (J&A) for a sole source contract awarded to Integrated Design Solutions, LLC (IDS) by the Naval Surface Warfare Center Port Hueneme Division. The contract involves procuring specific technical components, including 50 W1 Cable Assemblies, 165 Conduit Splits, 169 Conduit Splits, and 25 Monitors with Stands, with a total estimated value for Fiscal Year 2025. The procurement is justified by the unique specifications of the IDS parts, which have undergone specific testing and validation and are the only brand that meets the Navy's technical requirements for interconnect, power supply, routing, and protection in complex system assemblies.
The Navy conducted market research, including searching Navy Supply resources, GSA Advantage, UNICOR, and Ability One, and found no alternative manufacturers or authorized vendors. A sources sought notice was posted from November 8-22, 2024, with no responses received. The contract is critical for ship installations scheduled in June and July 2025, and using an alternative brand would require extensive additional testing, potentially causing a 12-month delay and incurring penalties. The Contracting Officer has determined the cost to be fair and reasonable, and the Naval Surface Warfare Center will continue to conduct market research to potentially expand the vendor base for future competitions.
