About this file

This is a Justification and Approval (J&A) document from the Naval Surface Warfare Center Port Hueneme Division for a sole source contract award to Integrated Design Solutions, LLC for specific parts. The procurement includes 50 W1 Cable Assembly (DS210044-2), 165 Conduit Split (DS210093-1), 169 Conduit Split (DS210093-2), and 25 Monitor with Stand (DS210054) units.

The sole source justification is based on IDS being the only manufacturer whose parts have undergone proper testing and validation for the required systems. The parts support interconnect and uninterruptable power supply functionality, with specific technical requirements like a 64" cable length for the W1 Assembly and precise dimensional requirements for the Split Conduits. Using a different manufacturer would require additional testing and validation, resulting in approximately 12 months delay and substantial cost duplication. Market research conducted through November 2024 found no other capable sources through Navy Supply, GSA Advantage, UNICOR, or Ability One. Installation is scheduled for June 2025 with subsequent installation in July 2025.

J&A No. NSWC-PHD-JA-24-018 the only brand of parts that have undergone the proper testing and validation. Therefore, in accordance with the applicable instructions and processes, the IDS branded parts are the only parts that can be used within the applicable systems. In accordance with the applicable instructions and processes, the use of a different brand would require additional testing and validation for functionality and compatibility which would result in a substantial duplication of cost of approximately and an unreasonable delay of at least 12 months. These estimates are based on the estimated cost and time to undergo testing and validation including First Article Testing, ECP development, qualification, and approval prior to use within the

. A 12-month delay would prevent the ISEA from completing installation and the ISEA would incur penalties for not meeting installation schedule. The delay will impact ship installations on which is scheduled for June 2025 and the next installation will be in July 2025.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
