About this file
This document is a Sole Source Justification under $250K for the procurement of Cortron keyboard/trackballs, part number 536-0191, in support of the AN/SWG-5(V)6 Tactical Tomahawk Weapon Control System (TTWCS) Advanced Tactical Display Center (ATDC).
The justification states that Cortron, Inc. is the sole manufacturer of these keyboards, which are specifically identified in the technical drawing for the ATDC assembly. Due to proprietary rights and licensing limitations, Cortron is the only source that can provide the required quantity of over 25 units to address obsolescence and improve the operability and maintainability of the TTWCS hardware. The Navy has a critical need for this equipment to ensure operational readiness of strike capabilities. Market research confirmed no other sources could provide the required material. The contract was awarded to Cortron, Inc. for $138,247.50 on August 30, 2024.

Sole Source Justification under $250K
PID Number: 24-SIMACQ-D30-0005
Department: D35 Tomahawk Hardware Production
Company Name/Brand: Cortron, Inc
Description of Product, Supplies or Services required to meet the agency’s needs:
NSWC PHD requires Cortron Keyboard/Trackballs, part number 536-0191 listed on drawing 8749600, in support of the AN/SWG-5(V) 6 TTWCS Advanced Tactical Display Center
(ATDC).
Identification of Justification Rationale:
☒ The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.
☒ A patent, copyright, proprietary data, or licensing agreement limits competition.
☐ These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1). The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency: IAW FAR 6.303-2(b)(4).
Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.
**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.
The Navy has a critical need for a viability refresh of the Tactical Tomahawk Weapon Control System (TTWCS) AN/SWG-5(V)2, AN/SWG-5(V)3 and AN/SWG-5(V)4 systems due to current military threats and obsolescence issues. The AN/SWG-5(V)6 not only addresses obsolescence risks but improves the operability and maintainability of the TTWCS hardware to ensure operational readiness of strike capabilities for the U.S. Navy and stakeholders. The AN/SWG-5(V)6 TTWCS Advanced Tactical Display Center (ATDC) is a major component of the TTWCS system and is built per the specifications in Navy drawing number 8749600.
All fielded weapon systems installed on a United States Navy ship must first pass Environmental Qualification Testing (EQT) in accordance with the system’s Operational Requirements Document (ORD). Once passed, the specifications and configuration of components are included in the drawing and the fielded weapon system must be assembled to those drawing specifications without variation. In this case, the keyboard (Item 4, Part number 536-0191) manufactured by company Cortron Inc., passed EQT in accordance with the system’s ORD and is therefore specifically identified in drawing number 8749600 as a primary component of the assembly. No other maintenance consoles have passed EQT, and the technical drawings do not include an alternate part number for use in the AN/SWG-5(V)6 TTWCS ATDC assembly.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
Cortron Inc. is the sole manufacturer of the keyboards and holds proprietary rights to the designs. While Cortron Inc. has some third-party distributors, the license to resell only extends to purchase quantities of twenty-five units or less. NSWC PHD requires above twenty-five units in order to address obsolescent risks and improve the operability and maintainability of the TTWCS hardware to ensure operational readiness of strike capabilities for the U.S. Navy and stakeholders. Therefore, based on NSWC PHD’s requirements to procure more than twenty-five Cortron keyboards and based on Cortron’s licensing limitations precluding any third-party distributors or resellers from selling over twenty-five units, Cortron Inc. is the only source that can meet NSWC PHD’s needs. Since NSWC PHD cannot procure the required number of units from any other company, if NSWC PHD were to use a different source, it would be required to utilize an entirely new part outside of compliance with drawing number 8749600. This would result in a substantial duplication of cost of approximately $660,000 that is not expected to be recovered through competition and an unreasonable delay of approximately 1.5 years to identify and test for alternates. Such costs and delay would negatively affect operational availability and mission readiness of the TTWCS onboard U.S. Navy ships. These estimates are derived from the costs and time requirements from the initial EQT testing; this estimate includes the costs for labor, travel, non-recoverable materials, test plan development, and analysis of results.
Market Research Conducted:
Market research was conducted on all government mandatory resources and found that none of these sources could provide the material required. For the reasons set forth in both previous paragraphs, Cortron Inc can provide the required keyboards in the amount needed to meet US Navy requirements.
Statement of Actions if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
