About this file
This document is a Brand Name Justification for the procurement of Majr-branded EMI Filters (part numbers 3031-00948-42, 3031-00949-42, 3031-21414-57, 3032-00424-42, and 3032-00407-42) for use in the Electronic Enclosure Assembly and Tomahawk Equipment Cabinet (TEC) Rack of the TTWCS v5.6.1 system. The Majr EMI Filters are the only brand approved and listed on the NAVSEA drawings, and using any other brand would require additional testing and approval, resulting in significant duplication of costs and schedule delays. Market research was conducted, but no other capable vendors were identified. The justification cites 10 U.S.C. 2304(c)(1) as the statutory authority for the sole-source procurement. The related federal contract opportunity is Solicitation N6339424Q0082 for the EMI Filters.

Brand Name Justification under $250K
PMD Number: 24-SIMACQ-D20-0011
Department: D21
Company Name/Brand: Majr Products Corp.
Description of Product, Supplies or Services required to meet the agency’s needs:
The Majr branded EMI Filters (part numbers 3031-00948-42 and 3031-00949-42) found within the electronic Enclosure Assembly, and (part numbers 3031-21414-57, 3032-00424-42, 3032- 00407-42) within the Tomahawk Equipment Cabinet (TEC) Rack are filters providing EMI/RFI shielding while filtering the intake air in electronic equipment enclosures.
Identification of Justification Rationale:
☒ The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.
☐ A patent, copyright, proprietary data, or licensing agreement limits competition.
☐ These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency;
IAW FAR 6.303-2(b)(4)
Identification of the Justification Rationale Explained:
Majr EMI Filters (part numbers 3031-00948-42 and 3031-00949-42) within the Electronic Enclosure Assembly, of the Advanced Tactical Display Centers (ATDCs), and (part numbers 3031-21414-57, 3032-00424-42, 3032-00407-42) within the Tomahawk Equipment Cabinet (TEC) Rack, provide EMI/RFI shielding while filtering the intake air in electronic equipment enclosures.
The Majr brand of EMI Filters is the only brand of EMI Filter that has passed testing and is approved and listed on the NAVSEA drawings. Any fielded weapons system that is to be installed within the TTWCS configurations must first pass testing. The Electronic Enclosure Assembly and Rack Mounted Processor Chassis Assembly have passed testing using the Majr EMI Filters and no other brand of EMI Filters. Therefore, the only authorized EMI Filters that can be used to complete a TTWCS v5.6.1 ATDC and TEC Rack are the Majr branded 3031- 00948-42, 3031-00949-42, 3031-21414-57, 3032-00407-42 and 3032-00424-42 EMI Filter models.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name:
The Majr branded EMI Filters part numbers 3031-00948-42, 3031-00949-42, 3031-21414-57, 3032-00407-42 and 3032-00424-42 are the only EMI Filters that have passed testing and is listed on the approved NAVSEA drawing, and, therefore, Majr is the only brand of EMI Filter authorized for use within the TTWCS v5.6.1 ATDC and TEC Rack. Since no other brand of EMI Filter is authorized to be used within the TTWCS v5.6.1 ATDC and TEC Rack, the use of another brand would require additional testing of the Electronic Enclosure Assembly and Rack Mounted Processor Chassis Assembly using the new brand of EMI Filters and a drafting of new approved drawings to account for the new brand of parts. This process would result in a substantial duplication of cost of approximately $17K that is not expected to be recovered through competition. Further, this process would result in a delay of approximately 3-6 months.
This delay would be unreasonable since it would cause us to miss the delivery date of assets intended to support an installation for our FMS customer.
Market Research Conducted:
Based upon the statements above no other brand meets programmatic requirements for this configuration. However, numerous sources were contacted to assess material requirement compatibility (i.e., does the material meet our requirements), obtain pricing information, and obtain product availability. We looked at product, price, and availability information for all required items from all Mandatory Sources first. Based on research through GSA Advantage, Internet searches and previous suppliers, several companies are capable of providing this brand.
Contract specialist/buyer posted a sources sought to SAM.gov from 7/9/2024 through 7/23/2024 and received 0 responses from capable vendors.
Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
