About this file
This is a Project Manual and Bid Document for Harmony Public Schools (HPS), a Texas-based educational institution, seeking competitive sealed proposals for ground-up construction of a new elementary school facility. The project scope encompasses a one-story, 55,000 square foot elementary school building at White Settlement Road and Legacy Drive in Fort Worth, Texas, along with associated parking lot, playground, and landscaping improvements. Construction work includes concrete, drywall, glazing, finishes, roofing, electrical, mechanical, plumbing, landscaping, low-voltage systems, and related work as detailed in comprehensive technical specifications organized under 33 divisions of work. A mandatory pre-bid meeting is scheduled for September 2, 2026, at 2:00 p.m. CST via Google Meet, though attendance is not required. Sealed proposals must be submitted by 2:00 p.m. CST on September 29, 2026, through HPS's ebid system or by physical mail to the Central Office in Houston. The bid opening will occur on the same date at 2:00 p.m. CST via Google Meet. HPS intends to execute a contract by November 1, 2026, with all project work required to achieve substantial completion no later than March 1, 2028. Failure to meet this deadline will result in liquidated damages of $2,000 per calendar day.
The estimated project budget is $16 million, with proposers required to submit base bid and three alternate pricing options related to roofing materials and electrical switchgear expediting. Proposals must be accompanied by evidence of financial capability, bonding eligibility, OSHA inspection logs for the preceding three years, insurance loss analysis and history, prevailing wage compliance capability, and completed qualification questionnaires. Proposers are evaluated on a weighted scoring system: price (50 percent), experience and reputation (17 percent), quality (13 percent), financial wherewithal and company size (6 percent), proposed personnel (9 percent), and safety record (5 percent). Contract award will be made to the proposer offering the best value, with HPS retaining the right to negotiate modifications to scope, time, and price with the selected proposer. Contractor must maintain liability insurance, workers' compensation insurance as detailed in project exhibits, and performance and payment bonds. All permit costs, inspection fees, and associated licensing expenses are the contractor's responsibility and must be included in the schedule of values. The project is subject to prevailing wage requirements, federal compliance certifications when federal funds are expended, and comprehensive final completion requirements including asbestos-free certification, as-built documentation, and unconditional final payment releases before retainage is released.
