The project involves designing a new environmental laboratory on approximately 1.5 acres at the North Collier Water Reclamation (NCWRF) Site, with a building footprint ranging from 7,500 to 10,000 square feet. The solicitation seeks a design firm to create a lab that will exceed the capabilities of the current south county facility, offering increased physical space and enhanced capacity. The RPS opening is scheduled for Monday, July 22, 2024, at 3:00 PM EST, with proposals to be submitted online through the Collier County Procurement Services Division Online Bidding System.
The contract will cover comprehensive architectural and engineering services, including preliminary design, final design, bidding phase support, and construction contract administration. The design must meet specific criteria, including a 30-year facility design life, Category 5 hurricane rating, and compliance with environmental standards. The lab will include various specialized spaces such as a 2,700 sq. ft. laboratory area, office spaces, restrooms, storage areas, and technological infrastructure. The evaluation of proposals will be based on a 100-point scoring system, with points allocated across criteria such as professional personnel ability, past performance, project approach, location, and firm workload. The county reserves the right to modify the scope during negotiations and will require the selected firm to maintain project documents for a minimum of ten years.

INTRODUCTION
As requested by the Collier County Wastewater Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Professional Services (hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms, conditions and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated.
BACKGROUND
The purpose of this project is to establish a new environmental lab to offer essential services akin to those currently provided by the County’s existing environmental lab at the South County Water Reclamation Facility. This new laboratory will exceed the capabilities of the current south lab, offering significantly increased physical space and enhanced capacity to fulfill current requirements, maintain compliance with the regulated industry, and accommodate future expansions. The new laboratory will serve as a critical facility for compliance testing, analysis, and research related to wastewater analysis and assessment, ensuring strict adherence to environmental standards. The new lab design must meet the facility standards established in Standard Methods (SM) 9020 B. 3. and Volume 1, Module 1, Section 5.3 of the 2016 TNI Standard. Once the new location is constructed, the current lab will transition to those premises.
TERM OF CONTRACT
County reserves the right to modify this scope during negotiations for budgetary reasons.
The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approval of the final payment.
Prices shall remain firm for the term of the awarded contract.
Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure.
DETAILED SCOPE OF WORK
This project will be constructed on approximately 1.5 Acres of Collier County-owned property located at the North Collier Water Reclamation (NCWRF) Site 10500 Goodlette Frank Rd. (see Attachment A: Location Map).
The chosen Design Firm must be creative, understand and perform value design/engineering, and have prior experience on designing an environmental laboratory. We seek a design that optimizes functionality, efficiency, and flexibility. The building's footprint can range from 7,500 to 10,000 square feet, with the option for either one or two stories.
1. Functional Space Allocation:
o Define the required spaces within the lab, including testing areas, sample preparation zones, offices, storage, and specialized equipment rooms.
o Consider future expansion needs and adaptability.
2. Architectural Design Options:
o Explore both single-story and two-story layouts.
o Evaluate the pros and cons of each option (i.e., accessibility, ease of movement – personally and large lab equipment, spatial continuity, efficient land use, separation of functions, and vertical and horizontal circulation and integration of lab operations).
3. Laboratory Infrastructure:
o Specify utility requirements (water, electricity, HVAC) for lab equipment and instrumentation.
o Address safety features, emergency exits, and compliance with building codes.
4. Site Work and Landscaping:
o Prepare the site for construction, including grading, leveling, drainage, and foundation work.
o Consider parking, access roads, and green spaces.
5. Environmental Considerations:
o Assess the impact of lab construction on the surrounding environment.
o Mitigate any potential disturbances to nearby ecosystems or habitats.
o Storm Water Management
6. Permitting:
o Identify all necessary permits required for constructing and operating the new environmental lab including FDEP.
The Consultant shall provide the full scope of design, permitting, bidding, and contract administration services necessary to complete the Collier County Water Reclamation Laboratory Project as described including but not limited to the following:
1. Provide all programming and preliminary design documents for use in establishing the basis for the final design of the site and buildings. These documents will include site plans, floor plans, and building elevations in sufficient detail to illustrate the program of spaces, convey general building and site design, and generate a project budget.
2. Provide all geotechnical, topographical, traffic, environmental, and species surveys, reports, and studies necessary to fully permit and complete the project.
3. Prepare and submit all permits related to the project, including the building permit, and FDEP, and ensure necessary permitting is completed to facilitate the projected schedule.
4. Coordinate with County staff to develop an effective and efficient program, acquire all necessary permits promptly, and provide a design suitable for the intended use incorporating best design practices for efficient and resilient building. This should include Wastewater, Solid Waste, IT, and Public Utilities Security.
5. Provide final design documents including, but not limited to, architecture, site civil engineering, structural engineering, mechanical, electrical, and plumbing (MEP) engineering, low voltage/technology, fire protection design, and landscape architecture documents required for permitting and construction.
6. Facilitate and attend all project meetings, prepare agendas, generate meeting minutes, and provide follow-up on tasks.
7. If available, utilize the County’s project management platform throughout the project for all project communications, document management, approvals, site observations, requests for information, etc.
8. Provide the County with all necessary and appropriate documents for review throughout each review point of each phase of the project.
9. The awarded firm shall appoint a person to act as a primary contact for the duration of the project. This person (or their backup) shall be readily available during normal working hours by phone or in person and shall be knowledgeable of the overall project status and activities.
