About this file
The Department of State Hospitals (DSH) has issued a Request for Information (RFI) Number 24-78016-000 for Housing Search Services related to the Sexually Violent Predator (SVP) Conditional Release Program (CONREP). The RFI, released on April 9, 2025, seeks to understand the marketplace and potential bidder pool for contractors to provide housing search services throughout California, either by county, region, or statewide. The services must include searching for suitable housing options for SVP CONREP clients, considering factors such as proximity restrictions, accessibility of basic needs, cellular and GPS signal strength, property line of sight, code compliance, and financial standing of potential housing. Potential respondents are required to submit their responses by May 8, 2025, with questions due by April 16, 2025.
The RFI outlines minimum qualifications for potential contractors, including a legal right to do business in California, appropriate licensing, and preferably five years of experience in the housing industry. Contractors should have specialized knowledge in areas such as permitting, zoning, and geographic information system (GIS) mapping. The document emphasizes that this is not a solicitation for services but a method to establish a bidder pool for a future competitive solicitation. Respondents are asked to provide detailed information about their business, experience, and estimated service costs, with the understanding that the information will be subject to the Public Records Act and will not be considered in future procurement evaluations.

1. The purpose of this Request for Information (RFI) is to engage with interested parties to provide the Department of State Hospitals (DSH) with input from vendors to perform contracted housing search services to the Sexually Violent Predator (SVP) Conditional Release Program (CONREP). Effective January 1, 1996, Sexually Violent Predators (SVP), were added to the CONREP population (WIC section 6604). Program funding provides for outpatient services to patients entering CONREP. Additionally, required services for SVPs in CONREP include but are not limited to regularly scheduled sex offender risk assessments, Global Position System (GPS) monitoring and surveillance.
