About this file
This document is a Statement of Work (SOW) for the procurement of three Iridium repeater kits to support DMEA's Quick Reaction Engineering (QRE) Satellite Communications (SatCom) and Radio Frequency (RF) laboratories. The repeaters will allow DMEA to test Iridium SatCom systems that have onboard antennas in controlled laboratory environments where direct satellite communication is inhibited.
The SOW specifies that each repeater kit must include an AC-powered outdoor repeater unit, two outdoor antennas, two indoor antennas, RF cables, and an operations manual. The repeaters must be powered by 120 VAC and have a two-year warranty. The repeaters are required to be delivered to the Technical Point of Contact. This procurement is in support of a related federal contract opportunity (Solicitation Number HQ072724QMH02) for Iridium SatCom Repeaters from the Defense Microelectronics Activity (DMEA) agency.

SOW: Iridium SatCom Repeaters
STATEMENT OF WORK (SOW)
DMEA 24-4E3
29-Mar-2024
Project Engineer: Sergey Ishchuk, DMEA/MEAB, (916) 824-4147
1.0 SCOPE: Procure Iridium Repeaters capable of rebroadcasting Iridium signals collected from a rooftop antenna into DMEA’s Quick Reaction Engineering (QRE) Satellite Communications (SatCom) and Radio Frequency (RF) laboratories.
1.1 TITLE: Iridium SatCom Repeaters
1.2 APPLICABILITY: Recently DMEA’s primary QRE client has requested DMEA’s Iridium SatCom systems with onboard antennas be tested to rigorous performance specifications. In order to support this, the devices must be able to communicate wirelessly with the Iridium Satellite network while in test chambers/laboratories that inhibit direct communication with the Satellites. Installing Iridium repeaters in DMEA’s RF and environmental test laboratories allows the Iridium signal to be collected via rooftop antenna and rebroadcast within the laboratories and test chambers.
1.3 BACKGROUND: DMEA’s QRE group has been limited to testing Iridium SatCom systems either via direct link to an Iridium antenna, or outside DMEA’s facilities where there is adequate sky view. Recent environmental requirements have necessitated that these Iridium devices be rigorously tested in extreme conditions (high temperature, low temperature, high vibration, extreme shock, etc.) where satellite signals cannot be accessed. Most of DMEA’s Iridium devices have onboard antennas that cannot be directly linked to a rooftop antenna, thereby requiring that the device be able to communicate wirelessly with the Iridium satellite.
1.4 PURPOSE: Acquire three (3) COTS Iridium repeaters to be installed within DMEA’s RF Laboratory, Environmental Test Lab, and adjacent to the QRE Antenna farm main connection panel. These tools will provide DMEA Engineers a method by which to validate system functionality and characterize performance while the systems undergo extreme environmental testes.
