About this file
This document is a Request for Quote (RFQ) issued by the Idaho Department of Lands (IDL) on behalf of the State Board of Land Commissioners for transition land appraisals. The RFQ seeks quotes to provide appraisal services for three properties located in Valley County and Ada County, Idaho. The properties total approximately 118 acres and include residential, commercial, and undeveloped land. The appraisals must conform to the Uniform Standards of Professional Appraisal Practice (USPAP). Quotes are due by 2:00 PM PT on August 8, 2023. The appraiser must be a Certified General Appraiser in Idaho and have experience appraising commercial properties, subdivisions, and underdeveloped land. IDL will provide a pre-appraisal meeting, surveys, and other relevant information to the selected contractor. The target delivery date for draft appraisal reports is 70 calendar days from the date of contract award, with final reports due shortly thereafter. A late fee of $200/day may be charged for late deliveries.
The RFQ requires quotes to be itemized for each of the three properties, with a total fee provided. For the "Airport 7" property in Boise, the appraiser must also develop and report a range in market rent (as percentages) for a potential ground lease derived from the fee simple value, under the hypothetical condition that the property is free and clear of any environmental issues. IDL will review the appraisals for compliance with the RFQ and USPAP prior to acceptance.
