About this file

This document is a Performance Work Statement (PWS) Addendum for the Benchtop Reconfigurable Automatic Test (BRAT) Systems Repair and Maintenance of the High Voltage Assembly Interface Test Adapters (HVA ITAs). The PWS outlines the performance objectives, government-furnished property, and repair requirements for the BRAT system under GSA Contract GS-07F-211AA.

Key details include: The Government will provide the Contractor use of the BRAT GFE and GFM, which must be returned in serviceable condition. The Contractor shall maintain the Portable Automatic Test Equipment Calibrator (PATEC) asset in calibrated condition. The PWS specifies repair turnaround time thresholds, serviceable asset quality standards, and trouble report handling processes. It also lists the GFE test equipment, other GFE, and GFM spares provided for the contract. The PWS includes a table of items requiring extended repair times of 60-90 days.

b. Government-Furnished Property (GFP):

1. The Government will provide the Contractor the use of the GFP identified in Tables 1 thru

Table 3 of this Task Order. By definition, GFP includes both Government-Furnished Equipment (GFE) (end item testers) and Government-Furnished Material (GFM) (repairable and consumable material furnished by the Government). These assets will remain the property of the Government, and ownership will not pass to the Contractor. For this contract, all GFP will be considered to be delivered in serviceable condition with the exception of GFM identified in Table 3. With the exception of the Portable Automatic Test Equipment Calibrator (PATEC) (See PATEC section), the Contractor shall return loaned agency-peculiar property in the same condition (less normal wear and tear) as when received and shall be liable for any expense involved in restoring the property to such condition. The Contractor shall not be required to maintain up to date calibration certificates for any GFM, identified in Table 3, which is not used in the performance of this effort.

1.1 The Contractor shall electronically deliver all contractual data using the Government-controlled method of delivery, Multi-user ECP Automated Review System (MEARS). The contractor shall deliver an inventory report of all GFP items on this contract in accordance with CDRL A001. The Contractor shall work with the government to ensure that an adequate number of Contractor personnel obtain and possess Public Key Infrastructure (PKI) certification from an accepted Government source. The Contractor shall be receptive to the training offered by the Government on the MEARS system. The Contractor shall prepare, maintain, and track the contract data status, schedule and ensure timely data deliveries. An alternate method of deliver when MEARS is down for maintenance will be the DISA application, known as DOD SAFE. It will be available to all DOD Common Access Card (CAC) holders or Contractor personnel who possess Public Key Infrastructure (PKI) certification from an accepted Government source. (A001, DI-MGMT-80259/T).

2. Transfers of Government loaned property shall be documented by a modification to the gaining contract. The Contractor shall not transfer Government loaned property to gaining contracts without written notification to the Source of Supply-Loan Control Officer (SOS- LCO) and BRAT Program Office (BPO) through the Administrative Contracting Officer (ACO). If it is a physical transfer of property to a location assigned a different Department of Defense Activity Address Code (DoDAAC), the losing Contractor shall furnish a Department of Defense (DD) Form 1149, Requisition and Invoice/Shipping Document, to the SOS-LCO and BPO through the ACO upon transfer transaction.

3. Return of Loaned Property: When the Government loaned property is no longer required for the performance of this contract, the Contractor shall, in writing, immediately request disposition instructions from the SOS-LCO for GFE and BPO for GFM through the ACO. At the end of the loan period, the Contractor shall comply with the disposition instructions provided to the ACO by the SOS-LCO or BPO.

4. Contractor Marking Instructions for Return of Government Loaned Property: The

Contractor shall return Government loaned property on a DD Form 1149 or DD 1348, Transportation Control and Movement Document. The Contractor shall use the same document number to return the GFE property as was used during the initial shipment to the Contractor. The Contractor shall annotate the shipping document to indicate “Return From Loan”, Contract Number, and assigned Contract Line Item Number if applicable.

5. The contractor shall inform the Government Integrated Product Team (IPT) Program Manager and Procuring Contracting Officer (PCO) in contractor format of all GFE/GFM BRAT condemnations in contractor format.

2. PATEC Asset Calibration and Repair:

Assets from the PATEC GFE tester (Reference Table 1) or the Government provided replacements shall be maintained in calibrated condition for the duration of this effort, following the process established and followed under contract FA8517-05-C-0006 per the Memorandum of Agreement (MOA) with McGuire Air Force Base (AFB) Precision Measurement Equipment Laboratory (PMEL). For PATEC sustainment/repair issues that may arise, the Contractor shall notify Air Force Metrology and Calibration Program Office AFMETCAL Warner Robins-Air Logistics Center (Attn: Paul Najdowski 740-788-5136) and ATS program Office (Attn: Captain Tyler Davenport 478-222-2252) for resolution. The Government will provide the parts necessary to sustain the PATEC.
