General Summary

The Augusta Aviation Commission (AAC), which operates Augusta Regional Airport (AGS), is currently seeking bids from experienced car rental concessionaires who meet the minimum qualifications set forth in this RFP.

The AAC intends to award up to six (6) rental car concessionaires a five (5) year concession agreement.

Currently two airlines serve AGS. Delta Air Lines provides non-stop service to Atlanta and American Airlines offers non-stop service to Charlotte, Dallas-Fort Worth and Washington DC. AGS deplanement statistics and reported rental car gross revenue information is attached as Attachment A.

Upon the selection of the Concessionaires to operate at AGS through this RFP, each Concessionaire will be required to enter into a Rental Car Concession & Agreement (Agreement) (See attached Sample Agreement).

Dual Branding

Dual Branding shall be permitted under this bid for those companies which wholly own (100% ownership interest) two (2) rental car brands. Family branding by one vendor of more than two brands for one opportunity shall not be allowed. A vendor may submit more than one bid for more than one opportunity as long as the bids contain different brands. Any vendor wishing to dual brand must provide evidence of ownership. Those wishing to dual brand will be required to propose for and work from a single counter and utilize a single ready and return area. Dual-branding shall only be permitted for those who propose dual-brands under these specification. Vendors who have not proposed dual brands hereunder will not be allowed to operate as such during the term of any agreement awarded pursuant to this process. If a vendor proposes dual brands, its Minimum Privilege Fee and Gross Revenues as identified in the Sample Agreement shall include the combined figures of both brands (individually stated). Each successful vendor must occupy and operate from their Premises, in accordance with the hours of operation and staffing requirements in the Agreement.

Facilities

Each successful vendor will have counter space and adjacent office space in or near the baggage claim area of AGS’ airline terminal. Each company will have ready return parking spaces in a designated parking block near the airline terminal. Each company will have the option for the use of the facilities provided at the Consolidated Rental Car Service Center Facility. These facilities will be allocated to successful vendors as described in the Award Process described below.

Rental Car Concession Locations:

Airline Terminal: There are six (6) On-Airport Rental Car Service Counter Locations. Four locations are approximately equal in size at 240 square feet of counter space and back-office area and two (2) locations slightly larger in size at approximately 280 square feet of counter space and back office area. All as depicted on Attachment B attached to this document.

Ready Return Space: The Ready Return Lot has a total of 208 spaces divided into blocks, as depicted on Attachment C attached to this document. If there are only five successful vendors, the 19 spaces in Block F will be assigned to Blocks E and D and the rent for those blocks increased accordingly.

Consolidated Rental Car Service Center Facility (Service Center): At the Service Facility, each company will have exclusive use of one detail bay, office, breakroom, and storage room;

exclusive use of vehicle parking lanes; and joint use of common use restrooms, car wash bay, employee parking area, fuel storage and fuel island, and associated facilities as depicted on Attachment D.

Minimum Requirements

The AAC desires to provide AGS guests with rental car service of the highest possible caliber while receiving a fair monetary return for the non-exclusive concessions granted from this RFP. Therefore, vendors must demonstrate that they possess the knowledge, experience, skill and personnel to operate a first-class rental car concession. Specifically, each vendor must demonstrate that:

(a) it has been engaged in the retail business for at least the last three (3) years,

(b) it can provide a fleet of no less than 50 rental cars at AGS which are not more than three (3) years old, and

Franchisees shall include a letter from franchisor granting approval to submit a bid at AGS and be authorized to conduct business in the State of Georgia.

Service Standards (See Draft Agreement Section 8 for Specific Requirements) Use and Operation
