About this file
This is Addendum No. 1 for BID Item #24-272 Cargo Rd./Rental Car Access Improvement Project for Augusta Regional Airport, issued by the Augusta Procurement Department on December 9, 2024. The addendum addresses 11 vendor questions regarding the construction project, with bid opening scheduled for Wednesday, December 18, 2024 at 3:00 p.m. Key clarifications include requirements for off-site disposal of unsuitable materials, specification that GDOT 400 must be used for hot mix asphaltic concrete construction rather than GDOT 402, and confirmation that highway signs will be paid per each unit including materials and installation.
The addendum specifies that retainage will follow maximum allowable amounts under Georgia State law, no field office will be required, and badged individuals are not needed since work is outside secure areas. Third-party QC testing costs are the contractor's responsibility and considered incidental to overall project costs. The contractor cannot fully close Cargo Road but may use flaggers for temporary lane closures to maintain access to maintenance facilities and hangars. The pavement sections must be constructed as shown in plans, with 3.5" surface course for the road and 4" for paved shoulders, despite creating three paving joints.

Response: Unsuitable material shall be disposed of off-site.
2. Question: If there is a designated onsite waste area, please identify the location of this area?
Response: Unsuitable material shall be disposed of off-site.
3. Question: Page 114 of the specifications references the "GDOT 400-HOT MIX ASP HAL TIC CONCRETE CONSTRUCTION" which is a Virgin asphalt mix and much more expensive. Can this specification be changed to "GDOT 402 Specification" which will allow RAP to be used?
Response: Contractor shall use GDOT 400 as specified in the project documents.
4. Question: On page BF-3 of the specifications, Line No 7 of the "Bid Schedule", the graded aggregate base course is shown to be paid by the "CY". This pay item and the specifications are referencing the Graded aggregate base course to be installed via GDOT specification 310 which specifies the Graded aggregate base course to be paid per "TN" or per "SY". 5. Question: On page BF-3 and BF-4 of the specifications, Line Nos 14 and 15 of the "Bid Schedule", "Highway signs" are referencing "GDOT Specification 636". This specification has separate pay items for the sign material paid per "SF" and the separate pay items for the Galvanized Steel posts paid by the "LF". In this bid form they are paid per "EA" together. Please clarify.
Response: Bid item No.14 & 15 shall compensate the contractor for furnishing all materials, preparation, and installation of the signs as shown and described in the project documents to include the galvanized steel post.
Method of measurement shall be per each sign in place, completed, and accepted.
6. Question: On Section 4.4.1 of the contract, it states, "Ten (10%) percent of each partial payment shall be withheld as retainage ... ". Does this amount change to 5(5%) percent for the life of the project as per new Georgia law regarding public construction contracts since the contract date will be after 6/30/2022?
Response: The retainage for this project shall be the maximum allowable per Georgia State law.
7. Question: Section 60-05, page GP-26 of the specifications reference a "field office" to be provided by the contractor. Will this be required?
Response: Field office will not be required as part of this project.
8. Question: Since this project is not taking place inside the secure area of the airport, will the contractor be required to maintain all the requirements listed in Article 9 of the contract form?
Response: The contractor shall not be required to have badged individuals for this project.
9. Question: Who is responsible for the testing on the project and how is it to be paid?
Response: 3rd party QC testing shall be the responsibility of the contractor.
Associated cost shall be considered incidental to the overall project cost.
10. Question: Will the contractor be able to close Cargo Road for the duration of the project?
Response: Contractor shall not impede access to the maintenance facility or GSP and AU Hangars. Flaggers may be used for temporary lane closures.
11. Question: On sheet C-301 of the plans, "Cargo Road Mill and Overlay Typical Section", The overlay section shows 3.5" of Surface course and the paved shoulder shows 4" of surface course. Using this typical, this would cause three paving joints instead of just one center joint if both typical sections were the same thickness.
Please clarify.
Response: Contractor shall construct the pavement sections as shown in the plans
