About this file
This document is a set of Questions and Answers (Q&A) Revision 1 related to Request for Proposal (RFP) #24-20-001 for HOME Program Consulting Services issued by the California Department of Housing and Community Development (HCD). The RFP seeks a qualified contractor to develop a range of U.S. Department of Housing and Urban Development (HUD) - HOME Investment Partnerships Program (HOME) and associated federal cross-cutting Policies and Procedures (P&P) to ensure federal compliance of the HOME program administered by HCD's Division of Federal Financial Assistance (DFFA). The key questions and answers address the minimum qualifications and experience requirements for the Proposer and the Project Manager, the use of digital signatures, the training program development, the proposal submission deadline extension, and the Cost Proposal format allowing multiple labor categories.
The RFP indicates that this is a deliverable-based contract, not a time and material contract, with payment based on the Task and Deliverable Schedule. The RFP does not accept proposed changes to the Agreement provisions. The state and local jurisdictions involved are Sacramento County and Sacramento City.

Question and Answers Revision 1
3/15/2024
RFP#: 24-20-001
Service: HOME Program Consulting Services
Item
Section Reference
Questions(Q) and Answers(A)
Q1
Section 4
Minimum Qualifications and Requirements; Section 6. Technical Proposal The “Required Experience” subsection within Section 4 stipulates that the Proposer must have a minimum of seven (7) years of recent experience working with government entities performing tasks similar to the Scope of Work. The “Key Personnel Minimum Qualifications” subsection within Section 6 states that the Project Manager (PM) must have a minimum of seven years of experience working with government entities performing tasks similar to the Scope of Work. Should these be read as separate requirements (i.e., one for the organization and one for the PM)?
A1
Yes, but the PM’s experience can count towards the Proposer’s “Required Experience”.
Q2
Section 14
Attachment 1: Required Attachment Checklist Can we use a digital copy of a wet ink signature for the “original signature” required for the attachments? Or do we need to provide scanned versions of the completed forms with a wet ink signature?
A2
Yes, a digital copy or actual wet signature is allowed.
Q3
Exhibit A
With respect to the development of a comprehensive training program in Task 7, does the client anticipate specific areas of need for biweekly training sessions, office hours, and/or hands-on training, such as financial management policies and procedures, risk assessments, multifamily rehab standards, multifamily underwriting, and first-time homebuyer agreements?
A3
Training-related activities will be based on need, as directed by the Contract Manager, and may include, but not be limited to, the policies and procedures listed in Tasks 3-4.
Q4
Final Date for Proposal Submission
Will the state please extend the due date to three weeks after answers have been posted to allow vendors to incorporate answers? Many of the answers impact vendors ability to bid on this procurement.
A4
Yes, the extended final date for proposal submission will be April 4, 2024. Please see the revised Schedule of Events, in the RFP, on the Addendum 2 package.
Q5
Exhibit D: HCD Additional Terms and Conditions
Will HCD consider discussing a discrete list of modifications to Exhibit D: HCD Additional Terms and Conditions to align with other agreements with the State? Modifications would allow a larger pool of vendors to participate in this procurement.
A5
No - HCD is not accepting proposed changes to the Agreement provisions. Per Section 8.P. of this RFP:
HCD does not accept alternate agreement language from a prospective contractor. A proposal with such language will be considered a counter proposal and will be rejected.
Q6
Exhibit B/Cost Proposal
Paragraph 3A in Exhibit B on page 46, invoicing is on a task/hourly basis, not to exceed (NTE) the amount shown in Section 2, Budget Detail of this Exhibit. This approach to invoicing suggests HCD is seeking a T&M contract with a NTE amount. However, on page 10, this Solicitation indicates that this is a FFP contract. Can HCD please remove the reference to FFP costs in Paragraph 7A to align with Paragraph 3A, removing the conflicting information in the Solicitation?
A6
Payment will be based on the TASK and Deliverable Schedule listed in the Exhibit A Scope of Work and Exhibit B Budget Details and Payment Provisions, will be finalized for the awarding contract. Not to exceed amount is applicable to maximum contract amount. This is not a time and material contract, it is a deliverable based contract.
Q7
Cost Proposal
For the cost proposal format on page 28, may the Offeror add additional lines per task to offer multiple labor categories? Using multiple labor categories would allow bidders to provide the most beneficial rates for HCD.
A7
Yes – The Offeror may add additional lines per task to offer multiple labor categories.
