About this file
This document is an Addendum issued by the California Department of State Hospitals - Atascadero regarding Invitation for Bid (IFB) Number: 24-10001-000 for Canine Routine and Emergency Veterinary Services. The addendum modifies and clarifies aspects of the IFB, including addressing questions related to price fluctuations, contract cancellation provisions, and the use of multiple rate sheets to cover different fiscal years. The IFB seeks bids for these veterinary services, with the contract to be awarded to serve the Department of State Hospitals - Atascadero located in San Luis Obispo County, California.
The addendum clarifies that the contract allows for price increases each fiscal year to cover potential fluctuations in service costs. It also adds a new cancellation provision, allowing the contractor to cancel the agreement with 60 days' written notice if the actual price of services exceeds the bid price. The addendum further explains the use of multiple rate sheets to accommodate pricing changes over the contract term.

ADDENDUM #2
INVITATION FOR BID (IFB) NUMBER: 24-10001-000
SERVICES: Canine Routine and Emergency Veterinary Services
The Department of State Hospitals - Atascadero is issuing this Addendum to modify and clarify the above referenced IFB in the following manner:
Item #1: Question and Answer Question #1: Is there language in the contract that would allow for price fluctuation/increases?
Answer #1: Yes, the Bidder’s Rate Sheet has requested separate pricing for each Fiscal Year covered under this agreement. Bidders may increase pricing for each Fiscal Year if desired.
Question #2: Is there a clause for either party to cancel should the contract need to be revised?
Answer #2: There is a cancellation provision on page 54 of 73 to allow for DSH to cancel the agreement. An additional cancellation provision will be added before the execution of this agreement to allow the Contractor the ability to cancel. See Item #2 below.
Question #3: I see 4 rate sheets with different dates. Why is that?
Answer #3: Each rate sheet represents a different Fiscal Year. The Bidder may choose to increase or decrease pricing each Fiscal Year to cover potential fluctuations in costs of services.
Question #4: I see the addition of the miscellaneous, med, labs, emergency services section that states the amount will be determined by ASH.
Is this to specifically capture the goods or services not listed on the rate sheet?
Answer #4: Yes. Because veterinary services can vary greatly, DSH has grouped additional services that may not be listed in the rate sheet.
This will allow DSH to compensate the Contractor for all necessary services.
Item #2: Revision to Exhibit A, Scope of Work, Section 6 – Contractor Responsibilities (Page 35-37 of 73). Addition noted in red bold.
A. Contractor may cancel this agreement at any time, in writing, with sixty (60) days advance notice, if it is determined the actual price of services has exceeded the price listed in the Budget Detail, as bid by Contractor.
All other requirements and conditions of this IFB remain in full force and effect.
