About this file

This document is a Request for Information (RFI) issued by the California Department of Motor Vehicles (DMV) to receive vendor input on the establishment of a new childcare center at its headquarters location in Sacramento, California. The DMV seeks a licensed third-party vendor to provide childcare services to DMV employees as well as employees from other state agencies and the general public during regular business hours, Monday through Friday, excluding holidays. The key action dates outlined in the RFI include the due date for RFI questions on May 7, 2024, the provision of answers on May 9, 2024, and the due date for RFI responses on May 16, 2024.

The RFI outlines several constraints for the vendor, including the lack of budgeted funding for tenant improvements, the requirement for background checks on all vendor employees, a minimum 3-year lease at a set price per square foot, and the necessity for the vendor to accept government childcare subsidies. The DMV is also interested in the vendor's estimated implementation timeline and costs, as well as their willingness to accept government subsidies.

REQUEST FOR INFORMATION

RFI 24-066

DEPARTMENT OF MOTOR VEHICLES / EXECUTIVE DIVISION

DMV CHILDCARE CENTER

Purpose The California Department of Motor Vehicles (DMV) serves the California public by issuing driver licenses and identification cards, processing vehicle registrations, and providing voter registration. The DMV also regulates transportation industries such as occupational licensing, motor carrier, and autonomous vehicles.

The DMV is releasing this Request for Information (RFI) to receive vendor input regarding the opening of a new DMV Childcare Center at its headquarters location in Sacramento, California. The DMV seeks a vendor to provide licensed childcare services to DMV employees and others onsite at the DMV Headquarters located at 2415 1st Avenue, Sacramento, CA 95818. The ability for the vendor to accept government childcare subsidy payments is essential to ensuring fair and equitable access to these services for families of all income levels.

Responses to this RFI may be used to establish a vendor list for future correspondence, which may include a solicitation.

Background Previously, childcare services were provided at the DMV Headquarters by a separate 501(c)3 charitable organization overseen by a Board of Directors made up of DMV employees and retirees, from the mid-1970’s through 2020. The center was closed permanently in 2020 due to the COVID-19 pandemic.

More than 80% of the DMV’s employees statewide work in the office full-time (5 days per week). The remaining staff work in the office 2, 3, or 4 days per week, and may wish to utilize onsite childcare during those days. These employees may also be interested in an option to utilize the DMV’s childcare center when they are in the office and another affiliated center run by the same provider closer to their home on the day(s) they telework.

One of DMV’s 5 strategic objectives in its 2021-2026 DMV Strategic Plan is to Foster the workforce and culture of innovation to make DMV a leader in talent attraction and retention. In line with this objective, we are looking to improve access to childcare for employees and candidates who are parents of young children by providing an option for daycare service onsite at their work location. With nearly 3,000 employees working full- or part-time at DMV Headquarters, we believe there is a market for these services and see this as an opportunity to differentiate the DMV from other employers, both within the State of CA and in the private sector. This offering also supports the DMV’s core values of Service, Trust, Respect, Innovation, Development, and Excellence (STRIDE).

The proposed lease space is 4,364 square feet and contains one hard-walled classroom, 5 divided spaces to be used as classrooms, two offices, a reception area, a kitchen, one adult bathroom, one large children’s bathroom, and two storage areas. The space is currently in need of a refresh, including new flooring, paint, and appliances (refrigerator, microwave, washer/dryer).

The exterior space is in excess of 5,000 square feet and was previously used as a playground. It is mostly cement, except where the playground equipment was installed. No playground equipment currently exists in the space.

Objective The DMV wishes to establish a fully licensed, vendor-run childcare facility which accepts government childcare subsidies at its headquarters location in Sacramento, utilizing indoor and outdoor spaces which previously housed the Doris Alexis Early Learning Center (AKA DMV Child Care Center). The DMV believes this can be best achieved with the following:

1. Third-Party Vendor

A. A licensed childcare provider (vendor) would solely operate the facility in space leased from the DMV.

2. Basic Services

A. Vendor would provide licensed childcare services during the working day, Monday – Friday, excluding State of California holidays (New Year’s Day, Martin Luther King, Jr.

Day, President’s Day, Cesar Chavez Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and the day following, and Christmas Day) and traditional extended holiday periods (Thanksgiving week, Christmas week). Typically, DMV employees work staggered schedules between the hours of 6:00 a.m. and 6:00 p.m.

B. Services may be offered to families of the following populations:

(1). DMV employees

(2). Employees of other State of CA agencies or departments, including the California Highway Patrol (CHP) which has an office adjacent to the DMV Headquarters campus.

(3). Members of the public residing in the local area surrounding the DMV Headquarters campus.

C. Vendor would be responsible for all center operations, including but not limited to:

(1). Obtaining all permissions and licensing necessary from the CA Department of Social Services to run a licensed childcare center.

(2). Hiring all staff needed, including a Director and the appropriate number of teachers/aids to fulfill state licensing requirements.

(3). Maintaining appropriate insurance coverage, and providing proof to the DMV.

(4). Performing all daily operations, including staff scheduling, design of student curriculum, and purchasing of all supplies/materials.

(5). Establishing and maintaining all written agreements and communications with parent/guardians of enrollees or prospective enrollees.

(6). Establishing all operating policies, procedures, student eligibility requirements, service offerings, and pricing schedules.

(7). Contracting for services required, including janitorial, and ensuring that all vendors and subcontractors are fully licensed, bonded, and insured.

(8). Providing reimbursement for utilities, including electric, gas and water as agreed upon in the lease agreement.

(9). Developing all marketing materials and messaging to the DMV staff and other potential clients (DMV is willing to partner in the distribution of materials/messages to onsite staff).
