TO: All Potential Bidders

SUBJECT: Lift Station No. 1 Rehabilitation

Bid Ref. #24-060

Bid Opening Date & Time: June 25, 2024 @ 2:30 p.m.

ADDENDUM NO. 1

The items contained in this addendum are added to and/or deleted from and become part of the specifications and proposal documents for the above-referenced Invitation to Bid.

Bidders must acknowledge receipt of the Addendum on the Bid Form, located in the invitation to bid, when the bids are submitted.

PERTAINING TO THE FRONT-END DOCUMENTS

ITEM 1 Regarding the approvals of “or equals” or substitutions prior to bid.

Standard General Conditions of the Construction Contract, Articles 7.05 and 7.06 – the following clarification is made:

Several manufacturers, suppliers and vendors have requested approval of “or equals” and/or “substitute products” prior to bid. Bidders are referred to the above articles that address the procedure for approvals of “or equal” or “substitute” materials. Materials and products not specifically named in the specifications will not be pre-approved prior to bidding. Bidders are also reminded that named manufacturers or products are so named in the technical specifications to establish a standard of quality expected for the project. Equal and/or substitute products may be considered for approval during construction. Bidders should therefore base their bids on named products and manufacturers.

ITEM 2 Regarding the issue of contract time and long lead items.

Special Instructions to Bidder; Add the following language to Item No. 4 – Contract Time: “The contract time will commence on the date established in the issued Notice to Proceed and such commencement date will be determined after coordinating with the winning bidder upon receipt of a verifiable schedule to obtain the necessary materials to complete the work.”

http://www.albanyga.gov/

Subsequent references to the 180-day contract time in the bidding documents will be understood to include the above provision.

ITEM 3 Regarding items to be provided with the bid:

Special Instructions to Bidder, Item Nos. 36 and 37 regarding items to be submitted with the bid.

For purposes of the bid, please provide with the bid all items listed in both No. 36 and 37.

Also, Item No. 29 indicates that references are to be provided. These may be provided later upon request by the City of Albany.

ITEM 4 Regarding the handling of wetwell debris of undetermined volume:

Bid Form – The bid form has been revised to add a pay item to the base bid to account for solid debris removal from the wetwell after dewatering. The total cost should be based on 20 CY of material removed and disposed of in a legal manner. The total cost will be adjusted (increased or decreased) based on the unit quantity of material removed. The unit price to be used for this adjustment will be determined by dividing the total cost provided in the bid by the 20 CY of unit quantity on the bid form.

The bid form attached to this addendum should be used for the preparation and submittal of the bid.

ITEM 5 Question related to By-pass Pumping Alternate Bid Item on the Bid Form.

Question: The project bid form is set up for Bypass Pumping to be an additive alternate (Alternate

Item No. 1). However, the drawings, project sequencing, and work summary are such that the bypass pumping for the project is among the first things installed for the project and is necessary for the construction of the project. If Alternate No. 1 (Bypass Pumping) is not taken by the Owner, it is unclear how the project will be built. It is thought that the Owner may decide to manage the bypass pumping themselves in lieu of the contractor for the project but that is just an assumption. Please clarify intent for project sequencing and scope of work changes if Bypass Bumping additive alternate is not take by the Owner.

Response: It was stated during the pre-bid meeting the Owner will perform the bypass pumping in the event the additive alternate for bypass pumping is not accepted. Bidders are reminded that all pay items, including alternates, must include pro-rata share of overhead and profit. Bids should not be imbalanced. Bidders are also reminded the cost of the permanent bypass riser connected to the existing forcemain is to be included in the base bid.

PERTAINING TO THE TECHNICAL SPECIFICATIONS

ITEM 1 Section 01 20 00 – Measurement and Payment, replace paragraph 1.2.B with the following:

Item No. 2 – Lift Station Improvements Payment under this item shall consist of all labor, materials, equipment, tools, and incidentals required to renovate the existing Lift Station 1 as shown on the drawings and specified herein. Surface preparation and painting of all exposed pipe, valves, and fittings, both new and existing, shall also be included in this pay item.

This pay item includes any miscellaneous site work and erosion control primarily related to sediment control in disturbed areas and lay down areas.

The installation of the permanent by-pass riser and connection to the force main is included in this pay item. Furnishing and installing the temporary bypass system is paid for under an alternate bid item and will be added to the base contract amount at Owner’s discretion.

Demolition of existing structural components, equipment, piping and valves indicated on the drawings and removal of the two pumps and motors.

Furnishing and installing new pumps; furnishing, piping, valves, flanged spool pieces, wall penetration, flanged fittings, air release valve, and piping supports.

Furnishing and installing all outside piping and valves.

Contractor shall dewater the existing wetwell when the by-pass pumping system is in place. Contractor shall remove any accumulated debris from the wetwell and dispose of in a legal manner.

Work under this pay item includes pressure spray washing the interior concrete surfaces of the wetwell and performing a condition inspection of the surfaces to determine the amount of surface concrete restoration is required. Concrete surface repair and restoration inside the wetwell will be paid for under a separate allowance item. For purposes of this pay item, the wetwell is defined as the lower part of the wetwell area below the last and lowest platform accessible by the staircase and the volume that usually always contains wastewater. The wetwell surfaces under the lowest platform (including the underside of the lowest platform) are also included herein.

Furnishing and installing lining system in the wetwell area after concrete restoration (See No. 8 above, allowance item and rehabilitation schedule on the drawings), and other coating systems in other areas as called out on the drawings.

Spray washing and other surface preparation required for surface coatings and painting as required by Section 09 90 00 in all interior and exterior areas indicated on the drawings and in the Surface Rehabilitation Schedule (Sheet S1.03 and revised schedule attached to this addendum).

Furnishing and installing new exterior doors, frames and hardware.

Structural restoration of items that are identified on the drawings shall be paid for under this pay item.

Furnishing and installing all electrical equipment, panels, cables and conduit shall be paid for under this pay item.

Payment shall be at the lump sum price as stated in the Bid Form.

Add the following Paragraph C to Section 01 20 00 – Measurement and Payment:

C. Item No. 3 – Debris Removal

1. Payment under this item shall consist of all labor, materials, equipment, tools, and incidentals required to remove accumulated debris from the wetwell and disposal of same in a legal manner.

2. Payment shall be at the unit price per cubic yard of material to be removed. The contractor shall maintain records of the amount of disposed solids material and these are to be provided with the payment application. In lieu of records, the volume may be measured in-situ after the wetwell has been dewatered. Measurements are to be agreed to and approved by the Engineer or Owner prior to proceeding with the work.

PERTAINING TO THE DRAWINGS

ITEM 1 Drawing Sheet C1.01

Question: On C1.01 I’ve assumed the markings around the laydown/disturbed area is silt fence, because there is a detail for silt fence on C1.04; is this correct, or is it meant to be tree protection fencing?

Response: Yes, silt fencing is correct. The symbology in the legend on G0.01 shows tree barricade.

This is to be changed to silt fence.

ITEM 2 Drawing Sheet C1.02

Question: For the concrete pads/piers, is there a concrete specification we can reference?

Specifically, I’m looking to see what strength/concrete mix those should be, and if there is any rebar/WWF required.

Response: Concrete pads/pipe supports are incidental and a specification section was not included. The following notes and details are therefore provided:

1. The pads indicated on C1.02 are to be of dimensions shown on the drawings.

2. Use 3,000 psi concrete.

3. Use welded wire fabric.

4. For the concrete piers, use 3,000 psi concrete and #4 rebar as shown on this detail. This is a standard detail and the dimensions vary depending on the location. Rebar should be cored into the existing floor and anchored with epoxy resin.

ITEM 3 Drawing Sheet C1.02

Question: Referencing drawing C1.02. I do not find mention of bypass monitoring or manning for the bypass system while it is in operation during construction off-hours (typically nights and weekends). Please clarify if remote monitoring within the local area is an acceptable manner to monitor bypass pumping during off-hours of the construction crew or otherwise provide Owner’s requirement for monitoring of bypass pumping system during off-hours.

Response: Add the following note to Sheet C1.02

“Contractor shall be responsible for monitoring the operation of the by-pass pumping system both during construction hours and off hours. Monitoring may be done either remotely with an electronic monitoring system or locally by staffing the project site off hours. For remote monitoring, the monitoring system is to be independent of the Owner’s monitoring system.”

ITEM 4 Drawing Sheet S1.03

Question: On S1.03, I’m a bit confused on quantities. There are callouts for the items below, but no dimensions for quantities to be calculated as far as I am able to find.

• Replace stair nosings in areas 1&2. There is a callout for Area 1 but no stairs shown and stairs only partially shown for the callout in Area 2.

• Handrail repair & replacement. Are there dimensions you are able to provide for the Repair/Repaint/Replacement of handrail for the callouts in Areas 1-5?

Response: Refer to the attached revised surface rehabilitation schedule. No additional dimensions and/or quantities will be provided except what is shown in the revised attached schedule.

Notwithstanding any indicated dimensions, it is the bidder’s responsibility to confirm all quantities and dimensions from the drawings and/or by site investigation. Refer also to ITEM 2 under “Pertaining to General Questions”.

PERTAINING TO GENERAL QUESTIONS

ITEM 1 Question: Spec section 01 21 00-3.3A says that the allowance is 500 SF of repair for walls, floor and underneath top concrete slab. Is the “remove/repair torn ceiling” in Area 5 on S1.03 a part of the concrete repair allowance, or is it work that needs to be done in addition to the allowance?

Response: The ceiling repair in Area 5 is to be paid for under the base bid, not the allowance. The allowance is only for concrete surface restoration in Area 1 in the immediate vicinity of the wetwell, submerged surfaces in the wetwell and the underneath lower platform slab at the wetwell.

ITEM 2 Question: It looks like all the concrete walls/floors/ceilings/stairs need repainted in Areas 1-5. Are you able to provide dimensions for these? (I’ve scaled the wall heights on page S1.03 and scaled R1.03 as a double check, since there is no drawn dimension to verify against on either page. And the dimensions come out slightly different on each page.)

Response: After reviewing the drawings, the R sheets and the S sheets, with the exception of S1.03 scale within conformance to the dimensions shown on reprints of the original drawings from 1960. The original upper floor elevation and sections were not available. The perimeter wall height is 8 ft at the upper floor elevation. S1.03 is hereby revised and re-issued under this addendum to show correct scale. Specific dimensions and quantities are provided in the attached revised surface rehabilitation schedule. These should be considered for reference only. Notwithstanding any indicated dimensions and quantities, it is the bidder’s responsibility to confirm all quantities and dimensions from the drawings and site investigation.

ITEM 3 Question: Spec section 09 90 00-3.5E specifies how to paint new wood surfaces. Areas 3&5 on S1.03 require painting for wood surfaces. What new wood surfaces are required to be in these areas? Or if it is existing wood surfaces that need to be painted, can you provide dimensions for those?

Response: There are no new wood surfaces to be painted, except for any new wood used in the incidental repair of the ceiling on the dry well side of the pump station. Refer to revised surface rehabilitation schedule.

ITEM 4 Question: Spec sections 09 90 00-3.6 F & G require existing exterior concrete & masonry to be painted. Are the exterior masonry and concrete of the existing building required to be repainted, and if so are there dimensions you are able to provide for our painters to do their quantity calculations there as well?

Response: Refer to revised surface rehabilitation schedule updated to address exterior finishes.

ITEM 5 Question: Spec section 09 90 00-1.1D1 requires painting conduits, but it is not in the painting schedule. Do conduits need to be painted?

Response: Electrical conduits do not require painting.

ITEM 6 Question: Spec section 09 90 00-3.7B requires painting for existing metals. Do the existing metal columns, or any other existing metals in the lift station need to be painted per this section? If so, can you provide dimensions for these existing metals to be painted?

Response: All existing metal surfaces should be repainted. Dimensions for all surfaces are not provided except as indicated in the revised surface rehabilitation schedule.

ITEM 7 Question: In drawing C 1.02 it states bypass piping can be HDPE pipe or flex tube. I would like to confirm if high pressure composite flanged Wilcox hose will be allowed for discharge and if standard black rubber hose can be used for suction? This would eliminate any need for fusing.

Response: The design, performance and choice of materials used to comprise the bypass system is the responsibility of the contractor, based on the flow rate and dynamic head requirements provided in the contract documents. Various piping materials may be proposed in accordance with suppliers best practices for similar installations.
